Chandigarh, February 9: Haryana Home Minister, Mr. Anil Vij said that SIT Chief, Ms. Bharti Arora and her team would be honoured by the Home Department for doing outstanding work while tightening the noose on cases of human trafficking (kabootarbazi).

The Home Minister appreciated the way the team has worked and said that the team has succeeded in nabbing 452 human traffickers across Haryana. He said that it is noteworthy that a SIT was formed under the supervision of IG, Karnal Police Range, Ms. Bharti Arora to curb human traffickers from Haryana. Taking strict action against the human traffickers, the team arrested many individuals and made a huge recovery from their possession, he added. He said that now the Home Department has decided to honour Ms. Bharti Arora and her team.

Mr. Vij said that this team led by Ms. Bharti Arora consisted of six SP level officers. This team is investigating human traffickers who have duped the youth of the state by taking lakhs of rupees from them to send them abroad illegally to countries like America, Malaysia, Mexico, Dubai etc, he added. He said that many of the people sent back to India by the governments of those countries are also residents of Haryana.

 

Chandigarh February 9: While considering difficulties faced by the mining sector in the state due to COVID-19 pandemic and restrictions imposed by Government of India and considering the same as a case of natural calamity and force majeure, the Haryana Chief Minister, Mr Manohar Lal has announced to  waive of the dues on account of contract money / dead rent and Rehabilitation and Restoration (R & R)  fund for the period from March 25, 2020 to April 19, 2020 from all such mineral concession holders who were operating mines at the time when lockdown was imposed.

Mr Manohar Lal who was presiding over a first-of-its-kind meeting with the mining contractors of the State here  today said that the same will be subject to the condition that the proportionate production for said 26 days is reduced from approved capacity.  The Mines and Geology Minister, Mr Mool Chand Sharma was also present in the meeting.

The Chief Minister further announced that the interest on non-payment of the pending dues, if any, pending as on March 24, 2020 for the period 26 days would also be waived off, as a one-time relief package.

He said that  mining contractors/ lease holders in case of seeking surrender (Un- conditional request) of lease/contract will be allowed the same subject to condition that they submit an application with No dues certificate up to the calendar month and  also pay surrender fee equal to one-month dead rent/ contract money as surrender fee. However, such surrender fee would be equal to two months dues in case applications are submitted during June 1 to  September 15 (Monsoon period).

He said that in case of fresh mines to be auctioned the condition/ rule for increase of annual dead rent/ contract money  after every three year period of lease/ contract would be 10 per cent instead of existing rate of 25 per cent . Apart from this, the rate of interest on delayed payment of government dues would be reduced from 21 per cent per annum to 12 per cent  annum, he added. He said that the mining contractors/ lease holders will be given the option to furnish security of an amount equal to 25 percent of annual dead rent/ contract money in the form of Fixed Deposit.

The Chief Minister said that the riverbed mining contractors would be allowed to stock mineral within contracted areas up to 3 times of average monthly production as against the existing limit of 2 times of average monthly production. He said that the government will examine the feasibility for upfront fixing of the amount of compensation to be paid to the landowners in case of riverbed areas. However, in case of Panchayat land the same will be 10 per cent of the annual dead rent/ contract money.

He said that the provisions for grant of Mineral Dealer Licence for stocking of mined mineral/ un-processed mineral for persons other than contractors would be further examined to explore the feasibility to allow the same only in the outer periphery of the town/ city. The minimum distance from mines for mineral dealer licences would also be increased to 5 kms from source as against the existing limit of 1km . He assured that the provisions related to suspension of mining for non-payment of dues would also be examined to ensure early decision on the action for termination of same for non-payment despite notice.

Among those present in the meeting included Chief Secretary, Mr Vijai Vardhan, Principal Secretary to Chief Minister, Mr V. Umashankar, Additional Chief Secretary, Environment and Climate Change, Mrs Dheera Khandelwal, Additional Chief Secretary, Mines and Geology, Mr T .C. Gupta, Chairperson, Haryana State Pollution Control Board, Mrs Deepti Umashankar, Director General, Mines and Geology, Mr. A. Sreenivas and other senior officers of the State Government.

 

Chandigarh, February 9- While swiftly working towards zero tolerance policy against corruption as adopted by Haryana Chief Minister, Mr. Manohar Lal, the State Vigilance Bureau under its special campaign against corruption had registered 13 enquiries during the month of December 2020  and the report of these enquiries are being sent to the Government. Out of 13 enquiries, allegations in 9 enquiries were proved.

Sharing more information here today, a spokesperson of the Bureau said that in two enquiries departmental action has been recommended against four Gazetted officers, two Non-Gazetted officers by the State Vigilance Bureau and also recommended the recovery of Rs. 1,14,300 from 3 concerned contractors. Besides this, in the third enquiry, Bureau has been recommended to register a criminal case and departmental action against one Non-Gazetted officer.

In the fourth enquiry, Bureau has been recommended the recovery of Rs. 54,179 from 3 private persons. In fifth enquiry, the Bureau has recommended that the Government may take action at own level. In sixth enquiry, Bureau has recommended departmental action against six Gazetted officers and three Non-Gazetted officers and also recommended to register a criminal case against one Non-Gazetted officers and two private persons alongwith recovery of Rs. 42,56,840 from one Non-Gazetted officer and one private person. In seventh enquiry, recommendation has been made to take appropriate action against two Non-Gazetted officers by the concerned department at own level and to take action against one Sarpanch as per Haryana Panchayati Act 1994 alongwith recovery of Rs. 36,035 with interest.

In the remaining two enquiries, departmental action has been recommended against three Non-Gazetted officers and to take action against two Non-Gazetted officers by the concerned department at own level alongwith recovery of Rs. 1,87,515 from two Ex-Sarpanches.

Besides this, six special checking and technical reports were sent to the government, in which two works have been found satisfactory. In three works, the Bureau has recommended departmental action against six Gazetted Officers, four Non-Gazetted officers and recovery of Rs. 6,90,300 from concerned contractors. In the remaining one work, Bureau has recommended to register a criminal case against one Non-Gazetted officer alongwith recovery of Rs. 2,69,626.

He said that during the same period, some officers and officials were caught red-handed while taking illegal gratification ranging from Rs 1,500 to Rs 5,00,000 and the Bureau has also registered cases against these officers and officials under the Prevention of Corruption Act. Among those who have been booked under this Act include Manjeet Singh, Patwari, Halqa Pyoda, Tehsil, District Kaithal while accepting an illegal gratification of Rs 1,500, Sub Inspector Mahender Singh, Police Station, Sadar Tauru, District Nuh for accepting Rs. 20,000, Anil Kumar Nain, Chief Sanitary Inspector, Market Committee, Yamunanagar and Deepak Kumar (private person) for accepting Rs. 2,00,000, Head Constable, Amit Kumar, Police Station, Kherki Daula, Gurugram for accepting Rs. 5,00,000, Kanwal Singh, JE, Satpal, Lineman and Rohit, ALM, DHBVN, Pali Gothra, Rewari for accepting Rs. 20,000.

 

Chandigarh, February 9: Haryana State Higher Education Council is starting a pilot project named “e-Adhyayan: Self Learning Courseware for Digital Teaching of TOT in Haryana” from February 15, 2021. This project will be conducted from February 15, to February 26, 2021 with the technical support of Shri Vishwakarma Skill University, Palwal. Haryana State Higher Education Council has prepared a curriculum of ‘Self Learning’.

With the various modules of this curriculum, an opportunity to adopt a new online educational environment with ICT will be made available to professors of the State. Various modules of the curriculum have to be tested before introducing the faculty to modern teaching method in order to digitally empower them. After pilot testing, all the professors of the state will be imparted training as per the requirement.

Online learning has become a regular feature for students due to the COVID-19 pandemic. The teaching is likely to continue in mixed mode even after the situation becomes normal in future. In the changing scenario, teachers need to know new methods of teaching. In order to fulfill this requirement, information about digital learning modules for self-study is to be provided to the professors in the e- Adhyayan project so that they can work together with the students to create a digital classroom environment.

Experts will give presentations in various sessions on the modules of the project starting online from February 15, 2021. Dr. Raj Kumar, Mr. Ravinder Kumar, Dr. Anshu Bhardwaj, Dr. Mohit Srivastava, Dr. Anshu Bhardwaj, Dr. Dilip Raina, and Ms. Chanchal Bhardwaj will give presentations in module one, two, three, four, five, six and seven on the first, second, third, fourth, fifth, sixth and seventh day respectively in different sessions on different topics. The final session of this project will be conducted at 2 pm on  February 26, 2021.

 

Chandigarh, February 9: Haryana Chief Minister, Mr. Manohar Lal today gave Rs. 11 crore as financial relief from Chief Minister’s Relief Fund for Uttarakhand State Disaster Response Fund. The Chief Minister said that in this hour of tragedy and crisis, Haryana Government stands with the Devbhoomi Uttarakhand and every possible help will be given by Haryana to deal with the disaster.

It is pertinent to mention that on February 7, 2021, massive loss of life and property was reported due to the glacier break near Joshimath in Uttarakhand. Relief and rescue operations are going on in full swing in the state and the Haryana government has extended all possible help along with giving financial assistance.

 

Chandigarh, February 9 – The Haryana Police has once again foiled an attempt to push a big drug consignment into the state and seized 527 kg 800 gram ‘Doda post’ from a truck in Hisar district. One accused was also arrested in this connection.

          Giving this information here today, a Haryana Police spokesperson informed that a police team during night patrolling, had got a secret input about smuggling of drugs in a truck. Based on the information, police set up barricades on Mangali-Kaimri road and intercepted a truck. When searched, the team found 29 bags of ‘Doda Post’ (527 kg 800 gram) hidden behind almond bags.

          The arrested accused was identified as Rajender, a resident of Fatehabad district.

          Primary probe reveals that arrested accused alongwith his associate used to smuggle narcotic substances. He started from Mumbai on February 4 and reached Hisar via Mangalwada (Rajasthan) from where he had loaded 29 bags of ‘doda post’ in the vehicle.

          A case under NDPS Act has been registered against him and further probe is underway.
