Chandigarh, August 30 – Haryana Chief Minister, Sh. Manohar Lal extended congratulations to Sumit Antil for winning the gold medal while setting a world record in javelin throw and Yogesh Kathuniya for winning the silver medal in discus throw F-56 at Tokyo Paralympics.

The Chief Minister said that Sumit Antil has won the hearts of the people of Haryana as well as the entire nation by winning a gold medal with a world record in javelin throw at Tokyo Paralympics.

Saluting his spirit, the Chief Minister congratulated him on his historic performance.

The Chief Minister said that Yogesh Kathuniya, a resident of Bahadurgarh, who won a silver medal in Discus Throw F-56, has brought laurels not only to Haryana but also to the country. The Chief Minister has congratulated Yogesh, while wishing him a bright future.

Chandigarh, August 30 – Farmers who suffered minor injuries during the use of mild force by the police to clear the highway at Bastara toll were taken to Kalpana Chawla Government Medical College, Karnal for treatment by the Administration and were sent to their homes after treatment on Saturday itself.

A farmer had received minor injury on his nose, thus, the doctors advised him to remain admitted in the hospital for treatment.

On Monday, Director of Kalpana Chawla Government Medical College, Dr Jagdish Dureja said that a 23-year-old youth was admitted in the hospital along with the farmers. He suffered nose injury for which he was treated. The patient also said that there is redness in his eye and the visibility from the eye was also low. He was examined thoroughly thereafter. The team of doctors said after examining the eye that the redness will fade away gradually and it will be cured in a few days. If the patient wishes, he can go home, they added.

Dr Dureja shared that the patient is absolutely fine and can be discharged. He said that it has come to notice that some people are spreading rumours about the eyesight of this youngster on social media which is absolutely baseless. The patient has been admitted in the medical college for treatment. The doctors have advised that the patient can be discharged. The general public should beware of false propaganda and no person should indulge is creating false propaganda.

Chandigarh, August 30: In these 2500 days, while initiating various Information and Technology reforms so as to ensure paperless, faceless and transparent governance, the present State Government not only changed the course of development through corruptionless governance but also launched various public schemes and programmes that reached the last man first.

This was stated by Haryana Chief Minister, Sh. Manohar Lal while addressing a press conference held here today on the successful completion of 2500 days of government’s tenure.

“Tightening the noose around corruption and providing jobs only on merit basis can be termed as our two biggest achievements, said Sh. Manohar Lal.

The Chief Minister said that the 2500 days the present State Government’s tenure is a ‘progressive report card’ which highlights that of how big changes have been brought in the governance system which has not only completely eradicated corruption, the exploitation of poor, non-meritorious selection but has also increased the trust and belief of common man in their government by manifolds.

Taking a jibe at the Congress, Sh. Manohar Lal said that on October 26, 2014, when BJP had come to power age-old corruption, exploitation of the poor, dynastic politics had pushed Haryana into a vulnerable situation wherein the government property was being looted leaving the people of the state at the receiving end.

“It was then when we decided to write a new chapter of development in Haryana along with ensuring that the benefits of all the schemes reached to those who are at the bottom of the pyramid” said the Chief Minister.

He said that the first thing he did after becoming the Chief Minister was to end long queues that used to line up outside houses and offices of Chief Minister, Ministers and Bureaucracy. We ensured that people should not run from pillar to post to get their work done. Radical reforms were brought to replace Right to Corruption with the Right to Service.

“We always advise opposition to play a positive role, but since they do not have any logical and fundamental issues to raise so they do nothing more than creating doubts in the minds of the people by spreading rumours. I would like to warn them that their future is in dark, people are going to choose us for the next five years too as gone are the days when people used to live in hallucinations,” said Sh. Manohar Lal.

Responding to a media query regarding the Karnal incident, Sh. Manohar Lal said that those agitating and taking law and order in their hands are not farmers, they are politically motivated people. Haryana Farmers are happily working in their fields, those are Punjab farmers who are actually sitting at Tikri and Singhu borders.

While launching a scathing attack on Congress and Communist party leaders for misleading innocent farmers and provoking them to create chaos in Karnal too, Sh. Manohar Lal, through such agitations, if these leaders think that they can achieve their vested interests, and then they are highly mistaken.

“A positive dialogue was held between these protestors and district administration wherein they had given written consent that they would only protest in a symbolic manner and will not violate the law and order situation. However, it is really unfortunate to see that how at the behest of some politically motivated leaders, they had broken their promise. These protesting farmers and their provokers should understand that Government is still ready to hear them as if we had anything against them then the basic amenities they have been provided by the Governmnet at the protesting sites would not have been given to them, “said the Chief Minister.

While giving a stern warning to these leaders for instigating violence in Karnal, the Chief Minister said that in a democracy everyone has right to expression of speech. However, if anyone takes law and orders in their hands, then certainly the Police have a role to play.

Responding to another question regarding the audio and video of an officer which went viral during the Karnal incident, the Chief Minister said that the investigation for the same is going on by the Director General of Police. Though he further clarified that the viral audio and video is of a different venue and the incident that occurred between the protestors and the Police happened at a different place. Therefore both the incidents should not made to be connected, he added.

Urging the farmers to put forward their demands through positive dialogue, the Chief Minister said that farmers should uphold their trust in the traditions of the country and said that only positive dialogue can resolve any issue, remaining adamant on anything is not going to yield any positive result.

“It has now been two years since the Centres had introduced the three farm laws, but the Mandi system and procurement of crops on MSP had continued, which is contradictory to the claims made by the Opposition to mislead the people,” said Sh. Manohar Lal.

28 arrests have been made in the case of paper leak

While disclosing the connection of the constable recruitment paper leak case, the Chief Minister said that around 28 people have been arrested so far. In just a short span of time, the State Police has unraveled the case and soon more arrests would be made. He said that the government has also enacted a law to stop cheating.

“We have complete trust in our state investigation agency. Our police have reached the roots of this case. Any case is transferred to CBI only when and State investigating agency reaches a dead-end or fails to do the required investigation,” said Sh. Manohar Lal while responding to a question regarding transferring of paper leak case to CBI.

Congress left a debt of Rs. 97,000 crore

Responding to a question regarding Opposition’s allegations regarding State Government’s debt liability, Sh. Manohar Lal again took a dig at Congress is having poor knowledge about debt figures and therefore they always preach lies. He said that when Congress had left, State Government had a debt liability of Rs 97,000 crore.

While counting debt during Congress tenure, Sh. Manohar Lal said, Congress always says that when their tenure ended, then the debt liability of State Government was Rs. 70,000 crore. When BJP came to power in the year 2014-15, under the Ujjwal Discom Assurance Yojana (UDAY) scheme, debt amount of Rs. 27000 crore taken by Power Discoms was included in the government’s debt so that the Power Discoms were not overburdened. Due to this, the total debt of the government increased.

He said that if the loan amount of Rs. 27000 crore taken by Power Discoms is added to this then the total debt comes to Rs 97,000 crore. In this way, the Opposition actually gives wrong figures by not including Power Discoms debts in the entire debt left by them.

“Haryana is certainly in a better financial position than Punjab as financial crises of Punjab is worse. Even their own Minister has accepted that they should adopt the strategies in line with Haryana so as to get over their financial situation,” said Sh. Manohar Lal.

The Chief Minister said that the present State Government didn’t only made announcements for the sake of making political noise rather, they revolutionized the system. Digital reforms were brought to bring transparency in each government wing.

Biometric attendance was introduced. All the services of all the departments were made online on the Saral portal. As many as 547 schemes and services of 42 departments are given through Saral and Antyodaya portal. Till date around 8.75 lakh applications received on CM window, of which 8.5 lakh are resolved.

“With the objection of serving the last person first and ensuring only eligible beneficiaries get the benefits, an ambitious Parivar Pehchan Patra scheme has been launched under which till date about 63 families have registered,” said the Chief Minister.

Not only this, we are proud to say that under Mhara Goan Jagmag Gaon out of 6700 villages 5550 villages are getting 24*7 power supply which is not even any neighbouring states like Punjab, Rajasthan, added the Chie Minister.

Responding to a question asked about Chief Minister’s reaction on Punjab Chief Minister, Captain Amarinder Singh’s statement on apologizing to farmers, Sh. Manohar Lal said, “In what authority he is asking me to resign or apologize? Who is he to ask me to apologize or resign? Rather, he should resign for instigating farmers. About 85 percent of those sitting on Delhi’s borders are from Punjab.”

1200 colonies to be regularized

Responding to a question, regarding the regularization of illegal colonies, the Chief Minister informed that for regularizing unauthorized colonies of Urban Local Bodies a Bill has been passed and after this, around 1200 colonies have registered themselves and those who fulfill the criteria would be regularized.

Chief Minister gives Rs 32 lakh to Chandigarh Press Club

On this occasion, the Chief Minister also announced to give an amount of Rs. 32 lakh for Chandigarh Press Club.

Chandigarh August 30: After ushering in a new era of corruption-free, paperless and faceless governance and rising above the ideology of diving Haryana in the name of regional and district-wise development, Sh. Manohar led State Government in its 2500 days tenure has not only ensured Haryana’s transformation as a growth magnet by upholding framers interest, uplifting the poorest of the poor in the spirit of Antyodaya, providing ample employment opportunities for Youth but is now focused on chalking out such plans wherein Haryana can rapidly move towards ensuring Ease of Living for the economic upliftment of the people of the state along with improving the rankings on Happiness Index.

The Chief Minister while addressing a press conference here today after completing successful 2500 days in power here today said, “I am proud to say that the kind of development work, taking one of its kind initiatives, launching new projects for the welfare of people of the State and preparing the future road map done by our government in last 2500 days, is something the previous governments had failed to deliver even in their 50 years of tenure.”

The Chief Minister said that in the last 2500 days since he sworn-in as the Chief Minister, the State Government has been dedicatedly working towards swiftly taking Haryana on the development track by ensuring equitable development of all the 90 Assembly Constituencies while believing in the mantra of ‘Sabka Sath Sabka Vikas- Sabka Vishwas-Sabka Paryas and ‘Haryana Ek Haryanvi Ek’.

About Rs 11,000 crore disbursed to give direct benefit to 50 lakh farmers in the last 2500 days

The Chief Minister said that keeping farmer interest on top has always remained the utmost priority of the State Government. Various initiatives and schemes have been launched for their welfare and taking this legacy forward an amount of Rs.11000 crore has been transferred directly to the accounts of about 50 lakh farmers under various schemes.

“Reiterating State Government commitment for safeguarding the interest of Farmers and Farming, while ensuring relief to the farmers as they exchange their agricultural land, an exemption has been given to the farmers in stamp duty. Now only Rs. 5000 will be charged per deed. Earlier it used to 7 percent of the registration fee” said the Chief Minister.

He said that various schemes like Mukhyamantri Bagwani Bima Yojana (MBBY), Bhavantar Bharpai Yojana are being run for the welfare of farmers.

Infrastructural Reforms

The Chief Minister said in these 2500 days, a giant leap has been taken in terms of Infrastructural Reform. Medium Term Expenditure Framework Reserve Fund of about Rs.8700 crore has been created in the year 2021-22 for big long-term projects. As many as 17 new National Highways were announced, of which work on 11 is in progress. The project of Regional Rapid Transit System Connectivity between Sarai Kale khan-Panipat is being planned at a cost of about Rs.30,000 crore, added Sh. Manohar Lal.

He informed that Haryana Orbital Rail Corridor has been sanctioned for Palwal-Sonipat and Sohna-Manesar to be built at a cost of about Rs.6000 crore. Rail Coach Repair Factory is being set up on 161 acres of land in Badi Sonipat, he asserted.

The Chief Minister said that while describing Hisar Airport as a huge project said that the integrated Aviation Hub, Hisar will not only play a pivotal role in revolutionizing Haryana’s Civil Aviation Sector but would also ensure immense possibilities of employment in the field of air training, air handling and repair, etc.

Karnal, Gurugram, Faridabad and Panchkula are being developed as smart cities and more new smart cities will be developed in Haryana. Metropolitan Development Authority is established in Gurugram, Faridabad and Panchkula for ensuring the overall development of big cities added Sh. Manohar Lal.

2500 days focused on Mission merit, 82,000 got Govt Jobs only on Merit

The Chief Minister said that during the State Government’s tenure, more than 82,000 youth have been given government jobs on the basis of merit.

“We have made provision for banning anyone who is found guilty in any conspiracy regarding paper leak for two years along with imprisonment for a term ranging from two to 10 years and a penalty of minimum Rs, 5000 and maximum of Rs.10 lakh. For this, The Haryana Public Examination (Prevention of Unfair Means) Bill, 2021, has been passed in Vidhan Sabha, added Sh. Manohar Lal.

He said that the ‘One Registration’ facility’ has been started so that the youth do not have to repeatedly apply for Group C and D government jobs. Besides this, a provision of the ‘Common Eligibility Test’ has been made to save the time of the aspirants applying and appearing for various government jobs, he added.

“In order to provide maximum employment opportunities to the youth of the state, 75 percent job reservation policy has been formulated ensuring employment opportunities in private sector enterprises To give self-employment opportunities to the youth, 2,000 Harhit stores will be opened in the state. Apart from these, these stores will also be opened at 1718 petrol pumps,” said Sh. Manohar Lal.

Serving the last person first in the spirit of Antyodaya

The Chief Minister it is a constitutional and moral obligation of any welfare government to help the poor in every possible way so as to ensure their economic upliftment and bringing them into the mainstream. Therefore, in order to fulfill the goal of ‘Antyodaya’, many steps have been taken for the welfare and upliftment of workers, poor and people belonging to Scheduled Castes and Backward Classes, women and elders.

“We are first focusing on those having lowest incomes. ‘Mukhyamantri Antyodaya Parivar Utthan Yojana’ has been implemented to raise the standard of living of such families. In its first phase, the target is to identify the poorest 2 lakh families” added Sh. Manohar Lal.

He informed that so far 48,000 families have been identified, the State Government targets to bring the annual income of every such family residing in Haryana to at least Rs 1.80 lakh. The annual income limit of BPL families has been increased to Rs.1.80 lakh from Rs. 1. 20 lakh so that more and more families get the benefit of welfare schemes added Sh. Manohar Lal.

“Under the ‘Pradhan Mantri Garib Kalyan Anna Yojana’, 1.22 crore people of 27 lakh families will be given free ration till November 2021. The pension amount being given under various social security pension schemes has been increased to Rs. 2500 per month,” said the Chief Minister.

He said that the treatment and vaccination to all COVID-19 patients in the state is being provided free of cost. COVID-19 patients belonging to BPL families were provided free of cost treatment in private hospitals, apart from providing various financial assistance to those living in home isolation.

Mukhyamantri Bal Seva Yojana has been launched to rehabilitate and financially assist children orphaned due to COVID-19 Pandemic. Under this, monthly assistance of Rs 2500 is being given per child, informed the Chief Minister.

Adopting zero tolerance towards corruption

The Chief Minister said that tightening the noose around corrupt practices going in every wing of the government was one of the most herculean targets that our Government has achieved. Several digital reforms were initiated in each sector be it issuing C.L.Us, transferring teachers online, giving government jobs only on merit basis, curbing age-old fraud going on in distribution of ration, pension, stipend and subsidy being given to the poor.

Recently ‘Haryana Kaushal Rozgar Nigam Limited’ has been set up to stop the practice of hiring contractual employees through outsourcing. Similarly, in a bid to address issues related to recruitment, transfer, service record, a new Department namely Human Resources Department has been set up, added Sh. Manohar Lal.

The Chief Minister informed that in a bid to eradicate irregularities in the Transport Department, the State Government had launched ‘Operation Shudhi’ was launched.

Good Governance Reforms initiated

The Chief Minister said that for him Good Governance means transparency and accountability in administration, which is unprejudiced and gives a fair and equal chance to every needy to get their voices heard.

He said that from the very first day of our public service, we always remained vocal about the fact that accountability should be fixed in the administrative process, no interference of middlemen should be there in getting the government work done and people should not have to run from pillar to post to get their work done. For this new effective initiatives were taken for good governance which has been recognized at the level of Central Government too.

“While recognizing Haryana’s efforts taken in the league of digital reforms, President Sh. Ram Nath Kovind had conferred Digital India Award 2020 to the State, “said Sh. Manohar Lal.

‘Vivadon se Samadhan’ to address grievances

The Chief Minister said that in a bid to address every single grievance raised by the people of the state, one of its kind ‘Vivadon se Samadhan’ was launched aiming to resolve long pending queries of each department.

He said that various disputes like Interest, penal interest, VAT and GST transport taxes, mining dues, and stamp duty of Haryana Shehri Vikas Pradhikarn (HSVP), Haryana State Industrial and Infrastructure Development Corporation (HSIDC), Haryana State Agricultural Marketing Board (HSAMB), Town and Country Planning Department etc were successfully resolved through ‘Vivadon se Samadhan’.

The Chief Minister said that in the implementation of many schemes Haryana Government has become a role model for other states.

“The campaign to make the villages of State free from ‘Lal Dora’ that was exclusively launched by Haryana Government was later adopted by Centre Government under the title of Pradhanmantri Svamitva Yojna”, So far 1710 villages have been made Lal Dora free,” said Sh. Manohar Lal.

Several steps taken to promote water conservation

The Chief Minister said that several steps are taken by the State Government for promoting water conservation. Besides this, through reduce, recycle and re-use of treated wastewater policy has been launched with an objective to use treated wastewater for non-potable uses.

“Mera Pani Meri Virasat Scheme has been launched to diversify the paddy crop into alternative crops. An amount of Rs. 7000 is being given as an incentive to the farmers for adopting crop diversification. A biennial scheme for proper management of water was also launched by the State Government added Sh. Manohar Lal.
