4 ‘Biological Diversity Conferences’ will be organized in the state to make people aware of biodiversity at the circle level.Dr. G. Anupama

Chandigarh, July 30 – Principal Secretary, Haryana Forest and Wildlife Department, Dr. G. Anupama said that for the sustainable use of biodiversity in the state, a detailed action plan will be prepared by March 2022 in coordination with various departments. Apart from this, 4 ‘Biological Diversity Conferences’ will be organized in the state to make people aware of biodiversity at the circle level.

Dr. Anupama was addressing during a workshop organized by Wildlife Institute of India on the directions of Ministry of Environment and Climate Change here today.

She said that due to environmental degradation in the present time, the threats related to biodiversity are increasing.  The situation is becoming more dangerous due to the imbalance of environment in developed and developing countries. Whether there is erosion of the rocks in the mountains or there is excessive rain and drought, all this is happening due to the lack of biodiversity.

Chairman,  Haryana State Biodiversity Board, Sh. Vineet Kumar Garg, while welcoming the guests who came to the workshop, highlighted the guidelines for preparing ‘State Biodiversity Strategy and Action Plan’.  Scientists of Wildlife Institute of India Dr. VP Uniyal gave detailed information about the role and schedule of stakeholders in his succinct lecture.

On this occasion, representatives of Forest and Wildlife, Agriculture, Horticulture, Fisheries, Tourism, Animal Husbandry, AYUSH, Development and Panchayat, Rural Development, Environment Department participated in the workshop.

 

Chandigarh, July 30:  Haryana Chief Minister, Sh. Manohar Lal said that the government is focussed on spreading the teachings and thoughts of Saints and Great personalities.

The Chief Minister said this while  speaking at a programme  organized by the Akhil Bhartiya Aggarwal Samaj to thank Chief Minister held here today.

Agrawal Community  of Haryana, Delhi, Punjab and Chandigarh organised this programme after Chief Minister, Sh. Manohar Lal announced to name Hisar Airport as Maharaja Agrasen International Airport.

During this programme, representatives of various organizations expressed their gratitude to the Chief Minister by presenting silver mace, shawls, turbans, souvenirs, bouquets etc.

The Chief Minister said that the people of Agrawal Community are selflessly engaged in social service and have been doing social work  continuously by taking forward the thoughts and culture as preached and taught by great personalities. Society will always progress taking inspiration from such people, said Sh. Manohar Lal.

The Chief Minister said that the State  Government has decided to celebrate birth anniversary of great personalities at state level so as to take forward their thoughts and ideals so as to inspire the society.

State level functions are being organized on the occasion of Maharishi Valmiki, Guru Ravidas, Sant Kabir Das, Dr. Bhimrao Ambedkar jayanti. Besides this, the birth anniversaries of Guru Nanak Dev Ji, Guru Arjan Dev Ji and Guru Gobind Singh Ji are also being celebrated in the State with great enthusiasm, added the Chief Minister.

He said that the names of big institutions of the state are also being named after great men.  The Horticulture University of Karnal is named after Maharana Pratap, Skill University of Palwal is named after Lord Vishwakarma.  Similarly, it was decided to name Hisar airport after Maharaja Agrasen, said Sh. Manohar Lal.

He said that as long as the government has the right to take such decisions of naming institutions and places after great men,  their legacy will be carried forward.

He said that while working on the ‘One Brick One Rupee’ principle of socialism as taught by  Maharaja Agrasen, the State Government would continue to work towards economic uplifment of the poor in the society.

The Chief Minister said that people from all over the world would come to Hisar airport, while only some know about Maharaja Agrasen,  naming this Airport after him will ensure that those who do not know about his rich legacy would also get a chance to know about his teachings.  In this way the name of Maharaja Agrasen will be famous all over the world, said Sh. Manohar Lal.

Chandigarh, July 30 – Haryana Health Minister, Sh. Anil Vij said that efforts would be made to get all government laboratories in the state the accreditation of  National Accreditation Board for Testing and Calibration Laboratories (NABL).  For this, instructions have been given to the concerned officers.

This information came to light during the review meeting regarding setting up of Tertiary Cancer Care Centre at Civil Hospital, Ambala Cantonment with senior officers of the Health Department being presided over by Health Minister, Sh. Anil Vij here today.

The minister directed the senior officers of the Health Department to send a team of officials to various laboratories of the State for inspection and evaluation so as to get the laboratories verified from NABL and to rectify the deficiencies as per the NABL norms.  He asked them to submit a report in the headquarters so that the deficiencies can be rectified and laboratories can be verified by NABL.

During the meeting, Sh. Vij said that sampling with regard to COVID-19 should be increased so as to contain the spread of this highly contagious virus.  He said that people should be categorized according to their work and priority should be given to sampling. He said that random sampling should conducted in overcrowded areas so as to prevent the spread of infection.

Besides this, he directed the officers to expedite the work of setting up oxygen plants at the earliest considering the speculated COVID third wave. Similarly, Sh. Vij directed the officers that an oxygen plant of 200 liters per minute capacity should be setup in CHC or PHC at Ambala at the earliest.

In the meeting, Additional Chief Secretary, Health Department, Sh. Rajeev Arora said that all the CSR funded works should be completed at the earliest to ensure appropriate use of these funds and that people are not deprived of health facilities being provided through CSR.  Similarly, he asked the officials to ensure immunization of staff and students of medical colleges  along with emphasis on the administration of second dose of the Covid vaccine.

In the meeting, regarding the establishment of Tertiary Cancer Care Centre in Civil Hospital, Ambala Cantonment, the Health Minister was apprised that the infrastructure related work and civil work of the centre, establishment of MGPS plant, establishment of mammography, installation of CT simulator has been completed and work is in progress with respect to other facilities like Modular Operation Theatre, Linear Accelerator, Brachy Therapy, Medical Equipments, PET Scan, ensuring sufficient manpower etc.

Additional Chief Secretary of Health Department, Sh. Rajeev Arora, Director General of Health Department, Dr. J.S. Grewal, Director General of Health Services, Dr. Veena Singh and Deputy Director Dr. Rekha Singh and other senior officers were present in the meeting.

 

Chandigarh, July 30 – Haryana Government has decided to provide capital support and affordable credit to New Micro Enterprises in rural areas of ‘B’, ‘C’ and ‘D’ category blocks to spur rural industrial growth in the state. Haryana Gramin Udyodik Vikas Yojana has been notified for the same.

While giving this information here today, Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that new micro enterprises established under Haryana Rural Industrial Development Scheme would also get other incentives specified for MSME sector under Haryana Enterprise and Employment Policy, 2020. Approval letter for providing benefits under the scheme will be issued within 45 days, acceptance letter within seven days and benefit disbursement within seven days.

He said that under Haryana Rural Industrial Development Scheme, 15 percent subsidy will be provided on investment made on plant and machinery and building up to maximum of Rs. 20 lakh for General Category entrepreneurs while 15 percent subsidy will be provided on the investment made on plant and machinery and building up to maximum of Rs. 25 lakh for Women and SC entrepreneurs.

He said that subsidy of up to 50 percent would be given on the cost of diesel generator set, the maximum limit of which has been fixed at Rs. 8000 per KVA. In addition, interest subsidy of 7 percent or maximum of Rs. 8 lakh per annum will be given on the term loan for 7 years.

The Deputy Chief Minister said that in order to provide incentives, the scheme would be considered effective from January 1, 2021 and would be operational for a period of five years. He said that New Rural Micro Enterprises located in ‘B’, ‘C’ and ‘D’ category blocks will have to file Udhyam Registration Certificate (URC) and Haryana Udhyam Memorandum (HUM) on the portal for statistical purpose at any stage. The unit should not have been placed in the restrictive list as notified by the State Government from time to time and the unit should be in commercial production.

Elaborating on the other conditions for availing benefits under the scheme, the Deputy Chief Minister said that in addition, the unit should remain in regular production at the time of disbursement and the subsidy will not be released to the closed unit. For capital subsidy, the unit should remain in regular production for a period of five years from the date of commercial production for which Joint Director or Deputy Director, District MSME Center will conduct annual inspection of the unit.

He said that DG sets should be intact and operational for a period of five years from the date of purchase and should have been purchased on or after the date of commencement of the policy i.e. January 1, 2021. He said that the unit which has obtained subsidy under the Prime Minister’s Employment Generation Programme (PMEGP) will not be entitled to any benefit under the scheme except DG Set Subsidy.

The Deputy Chief Minister said that the enterprises to get the benefits should apply on the prescribed format along with the listed documents and submitted to the Director/Director General, MSME Department on the web portal of the department within three months from the date of notification of the scheme, whichever is later as per criteria mentioned on the portal. He said that the application will be processed and examined by the Joint Director/Deputy Director, District MSME Centre. He will be responsible for scrutiny and will clearly recommend for approval/rejection of the claim after conducting the inspection of the unit. The deficiencies, if any, will be communicated to the applicant in writing within seven days and the applicant shall be given 10 days to rectify the deficiencies so pointed out.

He said that an enterprise shall forfeit its entitlement benefits under this scheme, if it does not submit its claim, complete in all respects, within 3 months from start of commercial production in the case of capital subsidy, within 3 months of closing of financial year for which incentive is being claimed in the case of interest subsidy and within 3 months from date of purchase of DG set for DG Set Subsidy or from the date of notification of the scheme, whichever is later.

He said that the Director/Director General, MSME will be the competent authority for sanction of subsidy above Rs. 10 lakh and Additional Director, MSME up to Rs. 10 lakh.

The Deputy Chief Minister said that an appeal against an order passed by the Competent Authority shall lie with the Director/Director General, Micro, Small and Medium Enterprises and appeal against the orders passed by the Director/Director General, Micro, Small and Medium Enterprises shall lie with Administrative Secretary, Industries and Commerce, Haryana within a period of 30 days from the date of communication of orders appealed against. The orders passed by the Administrative Secretary, Industries and Commerce, Haryana in appeal shall be final.

He said that in case, it is found at any stage that the applicant has claimed the assistance on the basis of wrong facts, the applicant shall besides refunding assistance with compound rate of interest at the rate of 12 percent per annum and facing legal action, will be debarred from grant of any incentive/assistance from the State Government and shall be recoverable as arrear of land revenue. The applicant shall be debarred from public procurement as a result of mismatch in facts and figures.

 

Chandigarh, July 30- Haryana’s Skill Development and Industrial Training Department has invited ITI pass candidates who are willing to be engaged as trade apprentices under the Apprenticeship Act, 1961 in the offices of various departments, boards and corporations etc. under the State Government. Interested candidates can apply online through the portal.

While giving this information here today, an official spokesperson from the department said that the Apprentice Scheme is being run by the Union Ministry of Skill Development so that ITI pass youths etc. can be trained for various skill based tasks. By taking the right training, these youths can earn their own livelihood and are no more dependent on anyone.

Interested candidates have to register themselves online at www.apprenticeshipindia.org. The candidate must be a permanent resident of Haryana. Candidates should enter their email ID, mobile number and their Aadhaar number correctly while registering themselves on the portal as all the instructions and information will be sent by the portal to the candidate’s e-mail or mobile number. Chandigarh, July 30 – Haryana Government has directed all Class IV employees serving in the Haryana Civil Secretariat Chandigarh and the servicemen engaged on contract basis to come to the office wearing proper uniform. If any of the above employees is present in the office without wearing uniform, then action will be taken against him as per rules, considering him indisciplined.

Giving information in this regard, an official spokesperson said that the officers of the Secretariat have also been directed to send the report of non-compliance of the rules to the Establishment-3 branch without any delay so that the action can be taken accordingly.

Chandigarh, July 30- Taking another step towards ensuring successful implementation of National Education Policy (NEP) 2020 in the State by the year 2025, Haryana Chief Minister, Sh. Manohar Lal today formally launched National Education Policy (NEP) 2020.

He said that for the successful implementation of this policy in Haryana, every child would be enrolled in the school by reducing the drop out rate in the state, so that emphasis could be laid on his all-round development right from initial learning of Child.

Addressing the gathering and academicians and students who joined the programme launch ceremony of the National Education Policy (NEP) 2020 held in Panchkula, digitally, Sh. Manohar Lal said that NEP- 2020 is going to bring revolutionary changes in the 21st century.

In this Policy, along with education and employment, the Policy aims to make students cultured and Atmanirbhar, so that the students can make important contribution in making India the Vishav Guru again in the world.

Haryana Vidhan Sabha Speaker, Sh. Gian Chand Gupta, Education Minister Sh. Kanwar Pal, Minister of State for Women and Child Development, Smt. Kamlesh Dhanda, Organizing Secretary, Bharatiya Shikshan Mandal, Sh. Mukul Kanitkar, Chairman Haryana Higher Education Council, Professor B.K Kuthiala were also remained present during the function.

The Chief Minister said that at the time of independence, the education system of Lord Macaulay was focused on the ‘Three R’s’: Writing, Reading and Arithmetic, which was did not ensure holistic development of a citizen.

Today, after 75 years of independence in the 21st century, the country needs such an Education Policy, which not only makes the younger generation educated but also inculcates the feeling of nationalism in them and for this purpose, the Cenntral Government launched the NEP-2020, asserted Sh. Manohar Lal.

He said that the way Haryana is has made it’s name in sports, in the same way Haryana should be made a leader in the field of Education.

Sh. Manohar Lal said that the infrastructure required for implementing the NEP-2020 in Haryana has already been prepared with an aim to empower the students with knowledge, skills and values by imparting quality education.

The NEP-2020 will be completely implemented by the year 2025.  Although the deadline  for its implementation is till 2030, Haryana will achieve this target five years in advance, said Sh. Manohar Lal.

He said that Haryana aims to track every child by reducing the drop out rate in schools, for this data analysis of every family member registered under the Parivar Pehchan Patra started by the state government will be done, so that every child can be tracked and enrolled who could not attend the school for any reason.

The Chief Minister said that it is very important to have adequate infrastructure for education.  In this direction, Haryana has not only enough school colleges, but also have Universities and world-class educational institutions with specialization in various subjects.

He said that a school within 2 to 3 km distance of every student are set up in the state. Similarly, Colleges have been  set up  within every 20 km radius.

Adequate schools, colleges and other educational institutions are available in the state ensuring the successful implementation of NEP-2020 soon.  Still, if there is any shortcoming, then the state government is committed to remove such shortcomings at the earliest, added Sh. Manohar Lal

Efforts already made for successful implementation of NEP-2020

The Chief Minister said that as per the new Education Policy,  about 4,000 playway schools are being opened in the state focussing on early age education since the age of three as enshrined in the NEP-2020.  So far 1135 schools have been opened, he further informed.

He said that 113 new Sanskriti Model Schools have been opened for imparting education in English and facilities on the lines of private schools, which has increased their number to 137.  Besides this, as many as 1418 schools are being upgraded to English medium bag free schools, said Sh. Manohar Lal.

He said that one of the goals of NEP-2020 is to make the Gross Enrollment Ratio of girls in higher education more than 50 percent by the year 2030.  Haryana is ahead in this direction too.  The Gross Enrollment Ratio of girls here is 32 percent, informed Sh. Manohar Lal.

Sh. Manohar Lal said that such educational institutions are being set up in the state, in which education will be provided from KG class  to PG level.

“Initially we are going to make an arrangement of imparting education from KG to PG in four universities. While, Kurukshetra University has already started preparing for admission to be given under KG to PG scheme from this academic session that is 2021-22,” said Sh. Manohar Lal.

Ensuring Skill development from School to University

The Chief Minister said that various initiatives have been taken by the State Government to impart Skill Development from School level up to University and under this various initiative likes starting NSQF in schools, ‘Pahal Yojana’ in Colleges, setting up Incubation Centres in Universities and imparting Technical Institutions in Technical Institutes for training as per industry needs MoU with industries age some of the steps taken by Haryana Government.

Imparting Skill Development Education in Schools

The Chief Minister said that another goal of the NEP-2020 is to impart professional and skill education to children from class VI onwards.  In Haryana, the State Government have made arrangements to make children proficient in various skills in the schools itself.

The Chief Minister said that the State Government has opened a separate University ‘Shri Vishwakarma Kaushal Vishwavidyalaya’ for  imparting skill development.

The University has forged strong links with industries and 94 MoUs has been signed. As many as 34 Diploma, Undergraduate and Postgraduate programmes are being run in this university. As many as 4,755 students have been trained through short duration and regular courses, informed the Chief Minister.

He said that   as per changing market scenario, many new courses have been identified by University and of these, preparations are being made to impart skill training to about 71,000 youth.

The Chief Minister informed that a new ambitious scheme ‘Passport Sahayata’ has been started in  to make the students aware of employment opportunities abroad and in the Universities and colleges outside India, under which passports are being given free of cost to all final year students.

He said that ‘Super-100 programme’ has been started for the promising students of government schools.  As many as 25 youth trained in this programme have cleared JEE this year and had made it to the merit list to get admission in  IIT.    Similarly, 72 youth have cleared the NEET exam and got admission in good medical colleges, shared the Chief Minister.

“In this direction, the State Government has also signed MoU with M-3M Foundation for coaching 50,000 meritorious students through various online programme.  In this programme, along with coaching the youth appearing for competitive examinations, their progress of preparing the programme will also be reviewed every week,” said Sh. Manohar Lal.

NEP will make students aware of  Rich Indian Vaules: Kanitkar

In his address, National Organization Minister of Bharatiya Shikshan Mandal, Sh. Mukul Kanitkar said that the main objective of NEP- 2020 is to make youth  self-reliant.  For this, complete emphasis has been laid on imparting education in Indian languages and the implementation of the same is the utmost responsibility of the educational leadership.

He said that along with making the youth cultured,  the education policy is certainly going to make them aware of the rich Indian culture.

Unless a student is self-respecting and self-reliant, he cannot become Atamnirbhar  and India’s dream of becoming Vishav Guru again cannot be realized.  Therefore, educating youth by teaching them the values and ethics of rich Indian culture to make them Atamnirbhar is the utmost objective of this New Education Policy.

During the programme, the Chief Minister also launched the Buniyaad programme on the lines of Haryana FLN Mission and Super-100 for the promising students of class IXth  and Xth.

Chandigarh July 30 – Haryana Governor, Sh. Bandaru Dattatreya, today appointed Sh. Anand Kumar Sharma as a member of the Haryana Public Service Commission. The Governor administered the oath of allegiance and secrecy to Sh. Anand Kumar Sharma in a programme organized at Raj Bhavan. Haryana Chief Minister, Sh. Manohar Lal was also present on the occasion.

Sh. Sharma was working as the Director of All India Council for Technical Education. Born on May 20, 1973 in Bhambhewa village of Jind, Sh. Sharma has completed his post graduation in Chemistry.

Chandigarh July 30: In a bid to provide practical training to engineering students on automation technology, J.C. Bose University of Science and Technology, YMCA, Faridabad has signed an MoU with Bosch Limited, a German-based multinational Engineering and Technology Company, to set up a Training Centre for competency in emerging automation technologies at University Campus.

Sharing more information in this regard, an official spokesperson said that the Centre will conduct a Joint Certification Programme for students and industry persons to impart training in the field of automotive technology.

 

July 29 to be celebrated every year as New Education Policy Day, announces  Chief Minister

Chandigarh, July 30:  Haryana Chief Minister, Mr Manohar Lal today announced that July, 29 will be celebrated every year as New Education Policy Day.  On this day the progress of the aims and objectives of the New Education Policy-2020 will be reviewed.

The Chief Minister said that in line with the State Government’s vision of empowering students with knowledge, skills and values by imparting quality education, Haryana is moving fast towards ensuring successful implementation of the NEP-2020 by the year 2025.  He said that Haryana would set an example by implementing the Education Policy.

The Chief Minister said that sensitizing the teachers, educationists and stakeholders as well as the children, who are the real beneficiaries of this policy about NEP-2020 is the need of the hour.

He said that for the successful implementation of NEP by the year 2025, a roadmap has been prepared by the senior officers of the Departments of Women and Child Development, School Education, Higher Education and Technical Education.

The Chief Minister said that work is already being done in Haryana and the recommendations made by Haryana have also been included in the NEP-2020.

Sh. Manohar Lal further said that empowering students with knowledge, skills and values to enhance their employability is the top priority of the State Government.

He said that in  NEP-2020 the target of ensuring participation of women in higher education has been set at 50  per cent and in Haryana, at present, the participation of women in higher education is 32 per cent and soon dedicated efforts would be made to increase this percentage to 50 per cent.

“For this, the State Government has opened women’s colleges and is also providing transport facilities to girls to reach their college,” said Sh. Manohar Lal.

The Chief Minister said that Haryana has already adopted a holistic and multi-disciplinary education approach as per the roadmap prepared for the successful implementation of NEP-2020.

He informed that work is being done on the plan to set up a multi-disciplinary Education and Research University in Haryana.
