Manohar Lal said that 100 per cent land registration along with filed verification of each kila should be done on a priority basis on Meri Fasal Mera Byora(MFMB) portal. He said that every Deputy Commissioner should also ensure that mapping of each acre of land and training of the staff engaged in the mapping work should be done at the earliest. The Chief Minister gave these directions while presiding over a high-level meeting with the Administrative Secretaries, Deputy Commissioners to review Meri Fasal Mera Byora, Mera Pani Meri Virasat and COVID preparedness held here today. Deputy Chief Minister, Sh. Dushyant Chautala, Home and Health Minister, Sh. Anil Vij and Agriculture and Farmers’Welfare Minister, Sh. J. P. Dalal were also present during the meeting. The Chief Minister directed that every Deputy Commissioner should ensure physical verification of the fields with a zero error approach. Besides this, wide publicity should be made for making farmers aware of these schemes. Ensure 100 per cent registration of each acre of land on MFMB The Chief Minister directed that every Deputy Commissioner should ensure 100 per cent registration of cultivable and vacant land on the ‘Meri Fasal Mera Byora’ (MFMB) portal. The Chief Minister said that the Deputy Commissioners should make the farmers aware that based on the data collected through this registration the farmers would be able to avail financial and subsidy benefit schemes being implemented by Agriculture and Farmers’ Welfare Department and Horticulture Department. A separate dashboard of each village should be made. Daily data of the land which has been registered on MFMB should be shared with the village people, directed by the Chief Minister. 6200 staff engaged for mapping of per acre of land During the meeting, Dr Sumita Misra, Additional Chief Secretary, Agriculture and Farmers’ Welfare Department, said that as many as 6205 officers of various departments have been included for mapping per acre of land. She said that employees of various departments including Agriculture, Panchayat, Horticulture, Irrigation and Marketing would be involved in the work of mapping each acre of land. This time farmers have shifted their focus on sowing pulses, oilseeds and fodder under crop diversification, she added. She further shared that a new scheme for water conservation, Direct Seeded of Rice (DSR) has been started under which sowing of rice is being done by adopting DSR that is a cost-effective and less water consuming method. Out of two lakh, 87,000 acres covered under MPMV The Chief Minister was apprised that under the Mera Pani Meri Virasat (MPMV) scheme out of the 2 lakh acres, crop diversification on around 87,000 acres of land has already been adopted. The Chief Minister said that efforts should be made to encourage the farmers to grow alternate crops like pulses, cotton, maize etc. He said that as saving the depleting groundwater levels is the utmost priority of the State Government, therefore, farmers should be encouraged to grow the said crops as procurement of all these crops would be done on MSP. The Chief Minister was apprised that a special incentive scheme for sowing alternate crops other than millet has been started under which an incentive amount of Rs. 4000 is being given to the farmers for sowing crops other than millet. Haryana’s preparedness for predicted third wave of COVID-19 Divulging details about the preparedness of predicted third wave of COVID-19, Additional Chief Secretary, Health and Family Welfare, Sh. Rajeev Arora shared that in view of the expected third wave of COVID-19 health infrastructure has been strengthened at District level, Sub Divisional level, CHCs and PHCs levels. He apprised the Chief Minister that adequate bed facilities have already been made for COVID Pediatric patients along with ensuring adequate oxygen supply and Pulse oximeter. Sh. Rajeev Arora further shared that the already existing Beds (including ICU/HDU Beds) in wards meant for adult COVID Patients will be utilized for COVID Pediatric Patients during the anticipated third wave of COVID- 19 Pandemic. Eight new molecular labs approved The Chief Minister was apprised that eight new government molecular Labs have been approved in Kurukshetra, Kaithal, Fatehabad, Jhajjar, Charkhi Dadri, Palwal, Mahendrgarh and Hisar. With the establishment of these labs, a total per day lab capacity is likely to be enhanced to 1,02,200 tests per day, he added. Chief Secretary, Sh. No. IPRDH/2021 Priyanka/Ravinder Chandigarh, July 15 – In view of the upcoming Local Bodies (Panchayat and Municipal Bodies) elections in the state, Haryana State Election Commission has decided to ensure strict adherence to the COVID protocol during election rallies, meetings and campaigns by political parties and candidates and has issued guidelines in this regard. While stating this here today, an official spokesperson of the State Election Commission said that during the elections of Local Bodies the political parties and the contesting candidates should ensure adherence of all COVID – 19 related requirements, like wearing of face masks, use of sanitizers, thermal scanners etc. He further said that non compliance of these instructions during the period of public interface will attract action as per provisions of Sections 51 to 60 of the Disaster Management Act, 2005, besides invocation of Section 188 of Indian Penal Code, 1860 and as also specified in the orders of Ministry of Home Affairs Government of India. He said that the Election Commission of India during the period of elections of Legislative Assemblies of 5 State/UTs held in March and April, 2021, observed that norms of social distancing, wearing of masks etc. have been flouted in utter disregard to the Election Commission of India’s guidelines. The star campaigners/political leaders/ candidates were not observing COVID protocols. By doing so the political parties were exposing themselves as well as the public attending such election meetings to grave danger of COVID infection. He said that the State Election Commission, Haryana has also to conduct General Elections of Panchayati Raj Institutions and some Municipal Institutions shortly. On the other hand health experts say that there is a possibility of third wave of pandemic. Keeping these apprehensions in view, special guidelines have been issued by the State Election Commission. He said that political parties, leaders, campaigners, candidates are expected to be torch bearers for the campaign against COVID and hence they are expected to not only set an example by maintaining social distancing, wearing masks and the following prescribed protocols of COVID-19 but also by exhorting members of general public who attend electioneering campaign, rallies etc. to strictly follow COVID protocols He sought cooperation from political parties and candidates of strict observance of COVID-19 related protocols so that all pandemic related guidelines are adhered to by all the participants including organizers during electioneering. He urged the political leaders/candidates to follow the COVID protocol and set an example and nudge all supporters in the beginning of the rally, meetings, campaign itself to wear masks, use sanitizers and put in place crowd control measures as per social distancing norms. He said that in case of violation of the protocol related to COVID-19, the State Election Commission will not hesitate to ban the guilty candidates, star campaigners, political leaders, public meetings of parties, rallies etc. without any reference. He informed that during the pandemic period the maximum number of star campaigners would be 10 for recognized national and state political parties and five for unrecognized registered political parties. The spokesperson said that recognized national/state political parties, unrecognized registered political parties and independent candidates (if they so desire) should submit the list of star campaigners to the Deputy Commissioner or District Election Officer (P) within 10 days from the date of notification of election. Further, requests for permission for campaigning by star campaigners will be submitted to the District Election Authorities at least 48 hours before the start of the campaign so that all necessary security measures are put in place by all concerned stakeholders well in time. He said that COVID-19 related guidelines issued by the Ministry of Home Affairs, Ministry of Health & Family Welfare, Government of India and State Government from time to time have prescribed detailed preventive measures including, wearing of masks, use of sanitizers and observance of social distancing at all stages wherever all public interface in physical form is involved. He said that observance of these preventive measures is a duty cast upon all the stakeholders in the larger interest of public health. This would require advance planning prior permission from the district authorities, massive awareness activities and ensuring strict discipline by all concerned. As representatives of public, this onerous responsibility rests with the political parties to ensure that they not only cooperate with the district administrative and election related machinery in following due norms of public health safety as prescribed. They must also instill a sense discipline for civic behaviour in their cadre while doing ground management during campaigning. The spokesperson also said that an advisory should be issued to all field representatives to demonstrate utmost vigil and care to abide by all the instructions in larger interest of public health and to avoid any penal action for breaching the provisions. The spokesperson said that the District Election Machinery will make all necessary electoral arrangement, taking into account safety requirements as directed by the State Election Commission. Manohar Lal on July 12 has proved to be a boon for a family of Tohana in Fatehabad district. With the prompt action of the police personnel posted on this emergency response vehicle (ERV), a child who was separated from his loved ones was reunited. The family members thanked the police team after finding the child safe. Avtar Singh, a resident of Krishna Colony, Tohana, had left home for the market for some work. During this, his three-and-a-half-year-old grandson also left the house after him and lost his way and reached the market. At the same time, when Dial-112 ERV-Innova reached near Brar chowk, it was found some people were standing with a distracted child. When the staff posted at ERV enquired about his family, the child could not tell anything. The team deployed on the ERV brought the child to the police station and spread information about it in the nearby areas. As soon as the family members got information, they reached the police station and their happiness knew no bounds after finding the child safe. It is worthwhile that under Dial 112 service, two Innova vehicles have been provided in all the police stations across the state which reaches the spot in 15-20 minutes after getting a distress call. Citizens say that with the arrival of these vehicles, the police presence in public places has increased even more. Anil Vij said that construction work of the International Football Stadium, Martyr Memorial, Sports Hostel, Subhash Park, Fourlane Road, Cancer Care Hospital, Multi-Level Parking, Sub-Division in Ambala Cantonment is on the verge of completion. Sh. Vij informed that the construction work of Sub-Divisional Level Mini Secretariat worth, crores of rupees, is being done at a fast pace in Ambala Cantonment. With the completion of construction work of this building all the offices will come under one roof. Rajeev Arora shared that in view of the expected third wave of COVID-19 health infrastructure has been strengthened at District level, Sub Divisional level, CHCs and PHCs levels.
He apprised the Chief Minister that adequate bed facilities have already been made for COVID Pediatric patients along with ensuring adequate oxygen supply and Pulse oximeter.
Sh. Rajeev Arora further shared that the already existing Beds (including ICU/HDU Beds) in wards meant for adult COVID Patients will be utilized for COVID Pediatric Patients during the anticipated third wave of COVID- 19 Pandemic.
Eight new molecular labs approved
The Chief Minister was apprised that eight new government molecular Labs have been approved in Kurukshetra, Kaithal, Fatehabad, Jhajjar, Charkhi Dadri, Palwal, Mahendrgarh and Hisar. With the establishment of these labs, a total per day lab capacity is likely to be enhanced to 1,02,200 tests per day, he added.

Chandigarh, July 15 – In view of the upcoming Local Bodies (Panchayat and Municipal Bodies) elections in the state, Haryana State Election Commission has decided to ensure strict adherence to the COVID protocol during election rallies, meetings and campaigns by political parties and candidates and has issued guidelines in this regard.
While stating this here today, an official spokesperson of the State Election Commission said that during the elections of Local Bodies the political parties and the contesting candidates should ensure adherence of all COVID – 19 related requirements, like wearing of face masks, use of sanitizers, thermal scanners etc.
He further said that non compliance of these instructions during the period of public interface will attract action as per provisions of Sections 51 to 60 of the Disaster Management Act, 2005, besides invocation of Section 188 of Indian Penal Code, 1860 and as also specified in the orders of Ministry of Home Affairs Government of India. He said that the Election Commission of India during the period of elections of Legislative Assemblies of 5 State/UTs held in March and April, 2021, observed that norms of social distancing, wearing of masks etc. have been flouted in utter disregard to the Election Commission of India’s guidelines. The star campaigners/political leaders/ candidates were not observing COVID protocols. By doing so the political parties were exposing themselves as well as the public attending such election meetings to grave danger of COVID infection.
He said that the State Election Commission, Haryana has also to conduct General Elections of Panchayati Raj Institutions and some Municipal Institutions shortly. On the other hand health experts say that there is a possibility of third wave of pandemic. Keeping these apprehensions in view, special guidelines have been issued by the State Election Commission. He said that political parties, leaders, campaigners, candidates are expected to be torch bearers for the campaign against COVID and hence they are expected to not only set an example by maintaining social distancing, wearing masks and the following prescribed protocols of COVID-19 but also by exhorting members of general public who attend electioneering campaign, rallies etc. to strictly follow COVID protocols
He sought cooperation from political parties and candidates of strict observance of COVID-19 related protocols so that all pandemic related guidelines are adhered to by all the participants including organizers during electioneering. He urged the political leaders/candidates to follow the COVID protocol and set an example and nudge all supporters in the beginning of the rally, meetings, campaign itself to wear masks, use sanitizers and put in place crowd control measures as per social distancing norms.
He said that in case of violation of the protocol related to COVID-19, the State Election Commission will not hesitate to ban the guilty candidates, star campaigners, political leaders, public meetings of parties, rallies etc. without any reference. He informed that during the pandemic period the maximum number of star campaigners would be 10 for recognized national and state political parties and five for unrecognized registered political parties.
The spokesperson said that recognized national/state political parties, unrecognized registered political parties and independent candidates (if they so desire) should submit the list of star campaigners to the Deputy Commissioner or District Election Officer (P) within 10 days from the date of notification of election. Further, requests for permission for campaigning by star campaigners will be submitted to the District Election Authorities at least 48 hours before the start of the campaign so that all necessary security measures are put in place by all concerned stakeholders well in time.
He said that COVID-19 related guidelines issued by the Ministry of Home Affairs, Ministry of Health & Family Welfare, Government of India and State Government from time to time have prescribed detailed preventive measures including, wearing of masks, use of sanitizers and observance of social distancing at all stages wherever all public interface in physical form is involved. He said that observance of these preventive measures is a duty cast upon all the stakeholders in the larger interest of public health. This would require advance planning prior permission from the district authorities, massive awareness activities and ensuring strict discipline by all concerned. As representatives of public, this onerous responsibility rests with the political parties to ensure that they not only cooperate with the district administrative and election related machinery in following due norms of public health safety as prescribed. They must also instill a sense discipline for civic behaviour in their cadre while doing ground management during campaigning. The spokesperson also said that an advisory should be issued to all field representatives to demonstrate utmost vigil and care to abide by all the instructions in larger interest of public health and to avoid any penal action for breaching the provisions.
The spokesperson said that the District Election Machinery will make all necessary electoral arrangement, taking into account safety requirements as directed by the State Election Commission. However, as an important stakeholder of electoral process, it is requested to demonstrate utmost vigil and care during the period of campaign in larger interest of public health. State Election Commission is confident that it will receive fullest cooperation from political parties and others in this regard.
Earning plaudits: ERV team reunited child, family says “thanks” to Haryana Police
Chandigarh July 15 – Dial-112 emergency number of Haryana Police launched by the Chief Minister Sh. Manohar Lal on July 12 has proved to be a boon for a family of Tohana in Fatehabad district. With the prompt action of the police personnel posted on this emergency response vehicle (ERV), a child who was separated from his loved ones was reunited.
The family members thanked the police team after finding the child safe.
Avtar Singh, a resident of Krishna Colony, Tohana, had left home for the market for some work. During this, his three-and-a-half-year-old grandson also left the house after him and lost his way and reached the market. At the same time, when Dial-112 ERV-Innova reached near Brar chowk, it was found some people were standing with a distracted child. When the staff posted at ERV enquired about his family, the child could not tell anything.
The team deployed on the ERV brought the child to the police station and spread information about it in the nearby areas. As soon as the family members got information, they reached the police station and their happiness knew no bounds after finding the child safe.
It is worthwhile that under Dial 112 service, two Innova vehicles have been provided in all the police stations across the state which reaches the spot in 15-20 minutes after getting a distress call. Citizens say that with the arrival of these vehicles, the police presence in public places has increased even more.
Chandigarh, July 15- Haryana Home, Urban Local Bodies and Health Minister, Sh. Anil Vij said that construction work of the International Football Stadium, Martyr Memorial, Sports Hostel, Subhash Park, Fourlane Road, Cancer Care Hospital, Multi-Level Parking, Sub-Division in Ambala Cantonment is on the verge of completion.
Sh. Vij informed that the construction work of Sub-Divisional Level Mini Secretariat worth, crores of rupees, is being done at a fast pace in Ambala Cantonment. There will also be facility of State Central Library in the 4-storey Sub-Divisional Level Secretariat to be built in an area of about 1,16,140 square feet. With the completion of construction work of this building all the offices will come under one roof.
The Minister informed that the ongoing developmental works in the Assembly constituency are also being monitored at regular intervals so that the work can be completed within the stipulated time period.
It is noteworthy that there will be a parking area in the basement of the Sub-Divisional Level Mini Secretariat building, while the ground floor will have the SDM office, Tehsil office, e-Disha, Treasury Office, State Central Library, Conference Hall along with 4 lifts will also be installed.

Mool Chand Sharma said that the participation of youth is important in making the economy of any nation strong and taking it forward. In such a situation, the role of skill development becomes even more important because in this era of fierce global competition, only the society or country whose youth is trained and skilled can survive.
Sh. Mool Chand Sharma said this after listening to the address of Prime Minister, Sh. Narendra Modi here today. A digital webinar was organized by the Central Government today on the occasion of World Youth Skills Day and 57 new and 6 new mixed courses were also unveiled on the occasion.
During this, the Minister congratulated Apprentice, Fruit and Vegetable Business, Kumari Sneha of District Panipat for making the state proud at the national level, and Vishnu, a student of Electronic Mechanic Trade of Government Industrial Training Institute, Adampur in District Hisar, bagged first position at the state level.
He said that as per to the vision of Haryana Chief Minister,Sh. Manohar Lal, the State Government would provide skill training to the youth coming from one lakh poor families under Mukhyamantri Antyodaya Parivar Utthan Yojana so that they could easily get employment and help their family to rise above the poverty line. To meet the challenge of COVID-19 pandemic, 6 crash courses of health care sector have been started in the state. Under this, 600 youth are being trained in the state.
Chandigarh, July 15 – A dividend of Rs 3.56 crore has been disbursed by Chandigarh International Airport Limited (CHIAL) to the Haryana Government for the year 2020-2021.
Chandigarh International Airport Ltd, CEO, Sh. Ajay Kumar along with Sh. Rakesh Dembla Chief Financial Officer and Smt. Avneet Kaur Company Secretary presented the cheque of amount Rs 3.20 Crore to Haryana Chief Minister, Sh. Manohar Lal after deducting TDS from this dividend amount of Rs.3.56 crore here today. Chief Administrator, Haryana Urban Development Authority, Sh. Ajit Balaji Joshi was also present on this occasion.
While stating this here today, an official spokesperson said Haryana Government has 24.5% stake in Joint venture formed by Airports Authority of India (AAI) and Government of Haryana & Punjab. He informed that the dividend has been paid for the year 2020-2021.
Significantly, Aviation sector has been hit badly by the pandemic, domestic & international flights have been banned. Even after resumption of domestic flights, restrictions were there on number of passengers, he added.
Chandigarh International Airport sailed through these tough times, earned profit and paid dividend to its stakeholders. The Airport has handled 13.70 lakh domestic passenger movement in the year 2020-21 and 23.23 lakh domestic passenger in the year 2019-20.
The spokesperson said that CHIAL has recently completed installation of In-line Baggage System. With this system, the passengers will need not to stand in long queues at X-ray machine for baggage screening, he added.
He said that in a move to upgrade infrastructure, it has added three number of Passenger Boarding Bridges taking total tally to five. Chandigarh Airport recently completed construction of 14 numbers of aircraft parking bays and now has 23 numbers of aircraft parking stands at its disposal.
He said that New Integrated Cargo complex with a capacity to handle 2500MT including perishable cargo is being developed at the airport to boost Cargo from the region. He said that the Cargo complex is ready and expected to be operational by end of the month. Southern Taxi Track has been constructed to enhance runway capacity and will be put into operations by mid of August.
He said that flights which were suspended due to Covid i.e Chandigarh-Patna are going to be resumed and new destinations like Guwahati & Bhubaneshwar are going to be connected shortly.
Chandigarh, July 15- Haryana Deputy Chief Minister, Sh. Dushyant Chautala has directed the officers to explore various possibilities of works under MGNREGA, which can benefit the labourers as well as the farmers. He added that awareness should be generated so that farmers are motivated to plant cash crops other than traditional crops in the State. He also directed to study the techniques of ‘successful farmers’ of other states so that the farmers of the State could become more prosperous by adopting such techniques.
The Deputy Chief Minister, who also holds the portfolio of Rural Development and Panchayat Department, chaired a meeting of Departmental officers today and reviewed the work being done under MGNREGA. On this occasion Director General Rural Development Department, Sh. Vikas Yadav, Director General Development and Panchayats Department, Sh. R.C. Bidhan and other officers were present.
Sh. Dushyant Chautala informed after the meeting that the State Government is getting more and more work done under MGNREGA. During the year 2019-20 in the State, where works of worth Rs. 370 crore were initiated under MNREGA scheme whereas during the year 2020-21, an amount of Rs. 802 crore was spent which is more than double. He said that this time in order to get more work done under MGNREGA in rural areas, the officers have been directed to identify more work in departments including Agriculture, Horticulture, Forest, Irrigation Department, Public Health Engineering, Public Works, Women and Child Development and Youth and Sports Affairs. In order to achieve the plan, a target has been set to spend about Rs. 1200 crores.
Sh. Dushyant Chautala said in the present circumstances, the agricultural holding with the farmers is decreasing. About 80 % of the farmers in the State have less than 5 acres of agricultural land. Most of the farmers’ have been sowing traditional crops, whereas the farmer can get more income from cash crops. He said that the aim of the State Government is to motivate these small farmers for crop diversification and make them move towards cash crops other than fruits and vegetables so that their income can be enhanced.

Chandigarh, July 15 – Haryana’s newly appointed Governor, Sh. Bandaru Dattatreya took oath as the 18th Governor of the state on Thursday. Chief Justice, Punjab and Haryana High Court, Justice Ravi Shankar Jha administered the oath of office and confidentiality to Sh. Bandaru Dattatreya at a prestigious function held at Haryana Raj Bhawan.
Sh. Bandaru Dattatreya personally met the dignitaries who had come to attend the Oath taking ceremony and accepted their congratulations and greetings. During this, a special contingent of the Haryana Armed Police presented the guard of honor to the Governor.
The Governor’s wife and first lady of the state, Smt. Bandaru Vasantha, daughter Bandaru Vijayalakshmi and their family members and relatives were also present during the ceremony.
Sh. Bandaru Dattatreya has been a three-time minister and four-time MP in the Central Government. He was born on June 12, 1947 in Hyderabad. He holds a B.Sc degree from Osmania University, Hyderabad. He was first elected a member of the Tenth Lok Sabha in 1991. After this, in the year 1998, he won the elections from the Secunderabad Lok Sabha seat and became the Union Minister of State for Urban Development. During the mid-term elections held in the year 1999, he again won the Lok Sabha elections and became the Union Minister of State for Urban Development. From 2002 to 2003, he was the Union Minister of State for Railways and from 2003 to 2004, he held the charge of Union Minister of State for Urban Development and Poverty Alleviation (Independent Charge).
Sh. Bandaru Dattatreya also took over as the Union Minister of State for Labour and Employment (Independent Charge) in the year 2014. In the year 2019, he was appointed as the Governor of Himachal Pradesh.
