The recommendations made by the ‘Special Enquiry Team’ (SET) in the case of sale of illicit liquor during lockdown is already under the process – Chautala.

Chandigarh, August 7: Haryana Deputy Chief Minister, Mr. Dushyant Chautala said that the recommendations made by the ‘Special Enquiry Team’ (SET) in the case of sale of illicit liquor during lockdown is already under the processof being included in the latest Excise and Taxation Policy of Haryana and will be implemented by December 2020.

During a press conference here today, the Deputy Chief Minister who also holds the portfolio of Excise and Taxation Department, while answering the queries of media persons he said that the Excise Department is already taking steps to implement all the recommendations made by SET. Whether it is a matter of installing CCTV cameras in the distillery or the matter of tracking and tracing a vehicle that transports liquor, or to install a flow-meter, all the recommendations have already been made in the excise policy this time which is being expedited, he added.

Appreciating the efficiency of the Excise Department, Mr. Dushyant Chautala said that there will be complete transparency in the department.

Chandigarh August 7: In line with Chief Minister, Mr Manohar Lal’s commitment to decentralize the powers to ensure more development at grass root level, the Haryana Government has created 20 new posts of District Municipal Commissioners.

While stating this here today, Director General, Urban Local Bodies Department Mr Amit Kumar Agrawal said that a notification has been issued in this regard. He said that in all the districts (except Charkhidadri and Faridabad) a District Municipal Commissioner each would be posted whereas, Charkhidadri district would be clubbed with Bhiwani district.

While enumerating details about the jurisdiction of these newly created/designated posts of District Municipal Commissioners, he said that for district Gurugram, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Sohna, Municipal Committee, Pataudi, Municipal Committee, Farukhnagar and Municipal Committee, Haily Mandi with Headquarter at Gurugram.

For District Rohtak, the District Municipal Commissioner would have the jurisdiction of Municipal Committee, Meham, Municipal Committee, Kalanaur and Municipal Committee, Sampla with Headquarter at Rohtak.

For District Hisar, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Hansi, Municipal Committee, Barwala, Municipal Committee, Narnaund, Municipal Committee, Uklana, Municipal Committee, Bass and Municipal Committee, Sisai with Headquarter at Hisar.

For District Sonepat, the District Municipal Commissioner would have the jurisdiction of Municipal Council, Gohana, Municipal Committee, Gannaur, Municipal Committee, Kharkhoda and Municipal Committee, Kundli with Headquarter at Sonepat.

For District Panipat, the District Municipal Commissioner would have the jurisdiction of Municipal Committee, Samalkha with Headquarter at Panipat.

Referring to the powers and responsibilities of the District Municipal Commissioners, Mr Agrawal said that they would exercise all powers of the Deputy Commissioners as exercised earlier under municipal act. Apart from this, superintendence, control and monitoring of the Municipal bodies fall under their jurisdiction. He said that District Municipal Commissioners would coordinate with the District Administration as well as the other Line Departments/offices for implementation of the government policies and schemes.

He said that they would also supervise the implementation of centrally sponsored schemes as well as state government schemes or programmes, projects and other activities entrusted to the Municipal Bodies and take cognizance directly on matters or complaints against officers or officials of the respective Municipalities as ex-officio Chief Vigilance Officer.

Mr Agrawal said that the District Municipal Commissioner would be the Head of Office and would exercise all such financial powers relating to Municipal Councils and Municipal Committees under his/her jurisdiction in the respective district. They are empowered to sanction the developmental work/projects upto Rs 50 lakh for each work or project and rate approval upto Rs 50 lakh in respect of Municipal Councils and Municipal Committees falling in their respective jurisdiction.

Chandigarh, August 8 – The Haryana Sahitya Akademi has decided to declare Kriti Awards after the approval of Academy President, Mr. Manohar Lal. The decision of declaring the awards has been pending for several years.

The Akademi will be distributing the award prize money as per rules and information will be given to all the litterateurs regarding the same.

Giving information in this regard today, a spokesperson of the Haryana Sahitya Akademi said that the details will be sent digitally and through registered post as the Akademi is unsure regarding organizing a public function but after the circumstances become normal the litterateurs will be honoured at a public forum.

In the Hindi Story Competition category Mr. Harbhagwan Chawla from Sirsa will be awarded Rs. 5,000 for the story ‘Laut Te Hue’, Mr. Vijay Kumar Balyan ‘Vibhor’ from Rohtak will be awarded Rs. 4,000 for story ‘Mera Astitva’ Mr. Anand Prakash Artist from Bhiwani will be awarded Rs. 3,000 for ‘Jaisi Karni Waisi Bharni.’

Chandigarh, August 7 – Haryana Deputy Chief Minister, Mr. Dushyant Chautala said that Property-IDs will be prepared in the next one week in nine Municipal Corporations of Haryana Urban Local Bodies Department and within the next 15 days in the areas under 15 municipalities and city councils.

The Deputy Chief Minister said this while interacting with media persons here today. He said that a special mechanism will be created to make registries in the controlled area. Apart from the Revenue Department, if No Objection Certificate (NOC) is not given by concerned departments like Haryana Urban Development Authority, HSIIDC, Forest Department for registry within 14 days, then it will be registered as deemed acceptance. Apart from this, in the ordinance being brought, agricultural land and vacant land will be put in different categories, he added. He said that for the registry to be done in Controlled Areas the area of agricultural land was made 2 kanal in the year 2017; it will now be one acre as it was before the amendment of 2017.

He said that facility of filling property tax online in cities will be provided so that NOC can be obtained automatically for registration. In order to minimize human intervention in the registry office, all the concerned departments will be linked in the next one month so that the tatkal registry can be done timely and there will be no need to take coupons in future, he added.

He also said that a template of registry-deed will be uploaded on the portal of the department so that anyone can read it and get the deed registered as per their choice.

In response to a question, he said that complaints of illegal registries have been received from Gurugram, Bahadurgarh, Sonipat, Ambala and Faridabad during the lockdown, in which cases the Divisional Commissioners have been directed to submit a report within 14 days.

Chandigarh, August 7 – Haryana Minister of Mines and Geology Minister, Mr. Mool Chand Sharma said that along with exploring new possibilities in the mining sector in the State, the existing system is also being streamlined so that more and more revenue can be collected for the government treasury and further public can also easily get construction material at reasonable prices.

He said that neither the mining mafia will be allowed to flourish in the state nor any incidence of illegal mining material being brought from other states will not be tolerated. There will be no restriction or prohibition on the transportation of mining material from any state in a lawful manner, he said.

Mr. Mool Chand Sharma said this while addressing a meeting here today. The Department officers, contractors and leaseholders associated with mining works attended the meeting. He said that no vehicle will be allowed to ply without valid documentation, but people should not be harassed unnecessarily under the guise of it. He said that illegal routes adjoining Rajasthan will be investigated so that entry of illegal mining material in the state can be checked.

The Minister said that on the directions given by Chief Minister, Mr. Manohar Lal, for the first time such a meeting is being held in the State between the department officers and other stakeholders related to mining operations. The purpose of this meeting is to resolve the problems faced by contractors and leaseholders in the mining sector and also share the vision of the government with them so that mining activities can be carried out in the State in a harmonious manner.

During the meeting, the Minister directed the officers to resolve the legitimate problems of stone contractors and problems related to sand and gravel at the earliest.

The Minister said that though the State Government has to collect revenue from mining, but at the same time it is committed to stop illegal mining as well. He said that care has to be taken that construction materials are made easily available to the public at a reasonable price.

While listening to the problems of the contractors and leaseholders, Mr. Mool Chand Sharma agreed that mining should not be done beyond the allotted area. Besides this, during mining special precaution should be taken in regard to roads and Panchayat land, he said.

On the demand for increasing the time of e-Ravana, he said that in this, extra time of 10 minutes has been given on every hour. Apart from this, a provision has also been made in the system that e-Ravana will be generated while taking the goods, but it will be activated only after the movement of the vehicle.

He called upon the contractors and leaseholders that it is their duty to stop the theft of mining material so that the revenue of the State is not affected. He directed the officers concerned to register an FIR against the farmers who give way from their fields for illegal mining. During the meeting, he also released the logo of the department.

The Principal Secretary of the department, Mr. Anand Mohan Sharan said that the purpose of this meeting is to run the mining activities in the state smoothly so that the government gets revenue and people do not face any problem in getting the construction material. He said that soon a checklist would be prepared, according to which the mining officers would visit the site at least once a week and inspect the prescribed standards. He said that in the new system, full care has been taken that the contractors and leaseholders should not face any problem and he hoped that they too will fully cooperate.

Director-General Mr. Amitabh Singh Dhillon said that the department has taken several initiatives in terms of technology, which mainly include e-Ravana. The gaps related to its compliance are being removed. In addition, CCTV cameras have been installed on the Weighing Bridge. In future, the front-and-back photos of vehicle will also be linked with e-Ravana.

During the meeting, State Mining Engineer-cum-Chief Vigilance Officer, Mr. P.K. Sharma and other Senior Officers of the department were also present.

Chandigarh, August 7 – In view of the ongoing monsoons, Haryana Chief Secretary, Mrs. Keshni Anand Arora directed the officers concerned to install permanent water pumps in areas prone to flood water accumulation so as to ensure the problem of drainage does not arise in the future.

This direction was given to Departments of Revenue and Disaster Management, Irrigation and Water Resources, and Water Engineering.

The Chief Secretary was presiding over a meeting on preparations to prevent flood water accumulation. She further instructed the officers to ensure that there is no shortage of pumps used for draining water from any area of the state.

While reviewing the steps being taken for prevention of flood water accumulation she instructed the officers to prepare a daily report on the progress of dewatering and a district-wise report on accumulation of water across the state so as to prevent loss of life and property. She said that a certificate of temporary electricity connection and on the working condition of pumps should be obtained from each district for smooth functioning.

Taking proactive measures so as to ensure timely updation of sudden flush of water in rivers across the state the Chief Secretary asked the officers to prepare a consolidated reporting system to ensure regular updates for timely intimation regarding the flow of Ghaggar, Yamuna and Som Rivers.

She further added that it should be ensured that the pumping set is in working condition along with the upkeep of sewerage and drain pipes. The Chief Secretary said that the Yamunanagar region is expected to receive heavy water flow from the hilly areas of Himachal and Uttarakhand during the monsoon, so as a precautionary measure State Disaster Relief Team should be sent to Yamunanagar as per practice. In addition, availability of boats, divers, and swimmers should be ensured so that all facilities are available without delay in case of any emergency.

In the meeting Additional Chief Secretary, Revenue and Disaster Management and Consolidation Department, Mr. Vijai Vardhan, Additional Chief Secretary, Irrigation and Water Resources Department, Mr. Devender Singh, and other officers were present.

Chandigarh, August 7 – Haryana Minister of State for Woman and Child Development, Mrs. Kamlesh Dhanda will inaugurate Harijan Chapal, Valmiki Chapal, Odha Chapal, Prajapati Chapal and Animal Hospital on August 8, 2020 in village Chandana.

Giving information in this regard, an official spokesperson said that, she will also inaugurate the newly constructed Community Centre and Kashyap Chaupal in Dumara village of district Kaithal on the same day.

He said that Mrs. Kamlesh Dhanda will lay the foundation stone of the community building to be built in Ward-1, 5 and 6 of Rajaund MC and after that will also participate in the programme in which certificates will be distributed to the beneficiaries of the Pradhan Mantri Awas Yojana on August 9, 2020.

Chandigarh, August 7: -Vice-Chancellor of Chaudhary Charan Singh Haryana Agricultural University (CCSHAU), Hisar Prof. Samar Singh said that two programs ‘ Pahal 2020’ and ‘Safal -2020’ have been launched to transform agriculture into successful business for farmers. After selection of participants in two months training, a grant of Rs 5 lakh to Rs 25 lakh will be sent to the Farmers’ Welfare Department.

He said that the last date of application is August 14, 2020. The details regarding the same are available on the University website www.hau.ac.in. Giving details of various welfare programs related to farmers in the university, he said that Agri Business Incubation Centre has been set up by National Bank for Agriculture and Rural Development (NABARD) in the University. In this pattern, a two-day Orientation Program for selected incubatees was held on August 6 and 7, 2020, he added.

Chandigarh, August 7: – With the arrest of three criminals, Haryana Police have cracked two blind murder incidents and two cases of ransom demand in Kaithal district. Police have also recovered a 12 bore doga gun, 5 cartridges and a bike.

Besides, Police have also busted an inter-district gang of thieves involved in various robberies with the arrest of its six members in district Hansi.

Giving this information here today, a spokesperson of Haryana Police said that a team of CIA during patrolling between Kasan-Jakholi Link road (Kaithal), after getting a tipoff had set up a naka and arrested three suspect youth riding on a motorcycle without number. When searched, police found a 12 bore doga gun and 5 cartridges from their possession and they have been identified as Shubham alias Sukha, Balwinder Singh alias Bitu and Parveen alias Binni.

During the intensive interrogation, accused Praveen alias Binni confessed that he alongwith Shubham, on the evening of July 20, had shot dead Rajbir alias Bittu Rana, a resident of Kalayat when he was returning home from his farm on a bike.

They also confessed that they had killed an electricity department employee on July 27 when he was returning from his official duty.

It was also revealed that Parveen and Shubham had threatened to kill a shopkeeper of Kalayat over a phone call on August 1 for not giving Rs 20 lakh extortion money. The next day, on August 2, both the accused had threatened to kill a Kalayat resident, who was dealing in building material trade.

After committing crime, duo accused used to hide themselves by taking shelter at their aide Balwinder, a resident of village Kalbanu in district Patiala, Punjab.

The trio were roaming around in the Kalayat area with an intention to kill two others, but were nabbed by the CIA team. Half a dozen criminal cases pertaining to attempt to murder, theft, and loot were already registered against Parveen alias Binni.

In another crackdown, Police have busted an inter-district gang of thieves and arrested its six members in Police district Hansi. Four members of the gang used to carry out theft and robbery while two others sell stolen goods in scrap. Police have also recovered 3 bikes, one mobile phone, 2 inverters, 2 batteries, 1 cooler, 1 photostat machine, 5 gas cylinders, 1 brass hukka and other items from their possession.

Three members of the gang identified as Vikas alias Kalia, Mukesh alias Dhola and Pawan were nabbed on August 1 whereas the remaining three identified as Rahul alias Nepali, Vijay and Sonu were apprehended in a planned manner on the basis of interrogation. Rahul is also an accused of stealing vehicle on July 18, who had escaped after leaving the vehicle abandoned on road due to vehicle fuel gone empty.

Cases under relevant provisions of the IPC were registered against the accused and further probe into the matter is underway, he added.

Chandigarh, August 7: Keeping in view the ongoing COVID-19 Pandemic, Haryana Government has decided that pregnant female employees working in Haryana Civil Secretariat have been exempted from attending the office and are allowed to work from home.

Sharing more details, an official spokesman said that all the Joint/ Deputy Secretaries/ Under Secretaries/ Superintendents and Deputy Superintendents, Special Senior Secretaries/ Senior Secretaries/ Secretaries and Private Secretaries to Ministers and Administrative Secretaries have been directed to ensure that female employees who are pregnant and working under their control should be allowed to work from home.

Chandigarh, August 7- With a view to facilitating production and trade of quality honey in the State, the Haryana Government has proposed various infrastructure development projects and training programmes for beekeepers to the tune of Rs. 32.28 crore under the ‘Atmanirbhar Bharat Abhiyan’ economic package.

This includes setting up of a quality control test laboratory at Integrated Beekeeping Development Centre (IBDC), Ramnagar, district Kurukshetra, at a cost of Rs. 20 crore. Besides, Rs. 1.40 crore would be earmarked for establishing collection, marketing and storage centres, post-harvest, and value addition at IBDC. A sum of Rs. 10.88 crore is proposed to be spent on other components such as beehives, bee-colonies, bee-breeders, training programmes and other state agricultural universities (SAU) projects.

While stating this here today, Additional Chief Secretary, Agriculture and Farmers’ Welfare Department, Mr. Sanjeev Kaushal, said that the setting up of the laboratory, which would be got accredited, would help beekeepers and honey producers produce quality honey for domestic consumption, as well as exports.

Besides Haryana, the laboratory would also cater to all northern states which have a major share in honey production, including Punjab, Himachal Pradesh, Jammu and Kashmir, Uttar Pradesh, Rajasthan and Uttarakhand.

He said that the IBDC already had all other infrastructure facilities, including sufficient manpower. Experts would be recruited for this laboratory, which would cater to the requirements of beekeepers and exporters for frequent testing at affordable rates.

The Haryana Government is establishing Honey Trade Centre at IBDC for trading and auctioning of honey. The Centre would include storage facilities where honeybee keepers, producers, traders and exporters would transact. This would boost honey production and quality honey would be made available to the consumers, he added.

He said that the State Government had approved implementation of the Central scheme ‘National Beekeeping and Honey Mission’ (NBHM) and constitution of State Level Steering Committee (SLSC) under the chairmanship of Additional Chief Secretary, Agriculture and Farmers’ Welfare Department. The IBDC would be the implementing agency for the mission in the State, he further added.

Under the ‘Atmanirbhar Bharat Abhiyan’, the Central Government has allocated Rs. 500 crore for infrastructure development related to integrated beekeeping development centres, collection, marketing and storage centres, post-harvest, and value addition facilities.

Chandigarh, August 7– The Haryana Government has described the news being telecast by some channels regarding the re-opening of Model Sanskriti School in Sector-20, Panchkula as ‘false and baseless’.

In a statement issued here today, an official spokesman has clarified that every year, on the occasion of national celebrations like Independence Day, the students of this school always recite National Anthem. Therefore this time also, it was scheduled that the students of this school will recite the National Anthem in a programme which will be organized on August 15, 2020.

Only seven students of this school were called to do their practice. The students had visited school premises while following social distancing norms and other necessary precautions.

The spokesman further clarified that as the work of making Parivar Pehchan Patras (PPP) is going on at the CSC centre near this school therefore some of the children along with their parents had come on their own to the CSC Centre and later they had also visited the school premises to get some information related to PPPs. The spokesman said that government orders were not disobeyed.
