Chandigarh, July 23 – Haryana Home and Health Minister, Mr. Anil Vij today digitally inaugurated a Plasma Bank at Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences (PGIMS), Rohtak. Mr. Anil Vij today digitally inaugurated a Plasma Bank at Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences (PGIMS), Rohtak. On this occasion, he also released a book titled Hospital Infection Control Manual for COVID-19 and a hospital Manual.

The Health Minister informed that after setting up this plasma bank inside the premises of PGIMS, Rohtak, and the State Government is also planning to open more plasma banks in the State soon. He said that people recovering from COVID-19 infection should donate plasma so that other patients can be treated easily. He said that any person who has been recovered from COVID-19 infection can donate his plasma after 14 days. So far, about 28,000 patients have tested positive for COVID-19 infection in Haryana, of which more than 21,000 have recovered. Such people can now donate their plasma as by donating plasma, atleast two patients can be cured.

Mr. Vij said that a committee has been constituted for the documentation the Corona. These will include officers from Medical College and Health Department. They will write a detailed history of Corona so that a thorough research on the beginning of this Pandemic, problems and methods adopted to prevent it can be done.

The Health Minister also spoke to a person who had come for plasma donation. The plasma donor looked very excited and the person said that he would also inspire others to donate their plasma. The Minister also lauded all the officers and health workers of the Health Department for their dedicated efforts to save the people of the state from the Pandemic.

Vice-Chancellor of PGI Rohtak, Dr. OP Kalra informed that the two books which have been released by the Health Minister will be made available in district hospitals. Beside this, it will also be made available on the website. Speaking about the trial of COVID vaccine, he said that the trial on the first 50 subjects is currently underway and 20 trials have been injected with the said vaccine. Its second dose will be given after two weeks. He said that it is expected that its initial results will start coming in three months.

Chandigarh July 23: While hailing the contribution of social and religious organizations in rendering selfless service to the society, Haryana Chief Minister, Mr Manohar Lal today said on the call made by the State Government, all the doctors, para medics, health workers police personnel in the State are working as Corona warriors to serve the mankind in wake of COVID-19 Pandemic, which has affected not only the State or country but the whole world.

Mr Manohar Lal was speaking at the Gift of Life Ceremony of the 200th child heart surgery amidst COVID-19 at Shri Sathya Sanjeevani International Centre for Child Heart Care and Research Palwal, virtually from Rohtak today.

On this occasion, Mr Manohar Lal virtually presented Gift of Life Certificate to four children who were successfully operated at the Centre and are now going to lead a productive and healthy life.

The Chief Minister said that the Shri Sathya Sanjeevani Centre has been rendering yeoman services by providing free heart treatment facilities to the children belonging to poor families. He also congratulated the families of those children who were presented Gift of Life Certificate (Gaurav Patra) today after they were successfully operated at the Centre and now are returning to their homes.

While describing children as the future of the country, Mr Manohar Lal emphasized the need for proper physical and mental development of children so that they could contribute effectively in nation building. He said that free treatment being provided by the Shri Sathya Sanjeevani Centre not only helps the people belonging to weaker sections of the society but also inspire others to contribute to this noble cause.

Mr Manohar Lal said that as during the last few months India and the world is battling COVID-19, there is need for all sections of the society to come together to effectively fight this Pandemic. He said that besides the State Government, thousands of NGOs and other social and religious organizations have come forward to help the poor and needy people in this time of need. He said that the State Government has set up relief camps to provide food and shelter to those migrant labourers who were rendered jobless due to closure of industries during the lockdown down. About 600 such camps were set up in the State with a capacity of 80,000 persons. Apart from this, adequate arrangements of beds have been made in the hospitals and medical colleges of the State for the treatment of positive COVID-19 patients, he said adding that even the private hospitals in the State have reserved 25 per cent beds exclusively for the COVID patients.

He said that the State Government has also set up a Corona Relief Fund to combat Corona Pandemic and exhorted all sections of the society to generously contribute to this fund. He said that as a result of this, contribution of Rs 290 crore has so far been received to this fund. Apart from this, arrangements of about 100 trains and 5700 buses have been made by the State Government to provide free transport facility to the workers intended to return to their home states.

Earlier, the Chief Minister appreciated the doctors, nurses, paramedics and other staff of Shri Sathya Sanjeevani Centre Palwal for discharging their duties selflessly for the treatment of poor and ailing children. He also offered the Centre all support and cooperation of the State Government in its endevour to help poor and needy children.

Chairman of the Sri Sathya Sai Health and Education Trust Mr C Sreenivas highlighted the compassionate free of cost model of Sanjeevani and the impact of this in nation building. He envisioned Sai Sanjeevani Palwal, to become an Institution of National eminence in Child Heart Care, Training and Advanced Research.

Director of the Hospital, Dr Subramanian, said that the medical team braved against all odds and stood for its cause of saving lives of children with Congenital Heart diseases even during COVID and today completed 200 life saving surgeries with all services provided free of cost.

Chandigarh, July 23- Getting insurance of crops under the Pradhan Mantri Fasal Bima Yojana in Haryana will now depend entirely on farmers wish. The State Government has now decided to make the scheme completely voluntary for the convenience of the farmers and a notification has also been issued in this regard.

Giving this information today, a spokesman of Agriculture and Farmers’ Welfare Department said that now farmers having Kisan Credit Cards (KCC) can also give a self-declaration in their bank saying that he does not need crop insurance. However the farmer is required to give this declaration seven days before the last date. Besides this, farmers who want to change their crops in the crop insurance can also give an application in the respective banks two-day before the last date.

He informed that the Pradhan Mantri Fasal Bima Yojana for Kharif has been implemented since 2016-17 to protects crops from natural disaster and risk. The State Government has now notified the Pradhan Mantri Fasal Bima Yojana from Kharif 2020 to Rabi 2022-23. He informed that farmers’, who have taken crop loan through the bank and do not want to enroll for this scheme, will have to submit a declaration in the bank.

He informed that farmer has to submit a declaration to opt-out of crop insurance scheme to the concerned bank manager before July 24, 2020. Besides this, farmers who do not have a Kisan Credit Card can also get their crops insured with the necessary documents through Common Services Centre or bank. To get the insurance, farmers will have to submit a copy of land proof, Aadhaar card, bank copy, land rent agreement, photograph and crop sowing certificate.

The spokesman said that three types of risks are covered under this scheme. Firstly, the losses caused due to disease, drought, flood, waterlogging and storm in the standing crop are covered on the basis of yield. Under this, harvesting is used in every village for the insured crop. Secondly, if there is loss caused by hailstorm, water-logging, cyclonic rain or non-seasonal rain upto 14 days after harvesting then compensation is given for the loss at the individual level after conducting a survey.

He said that thirdly, for the damage caused by hailstorm, waterlogging, cloudburst and sky lightening which occurs 15 days before harvesting of the crop, under local calamities, a crop survey is done by the notified committee after the information of the damage is given within 72 hours to the committee. Block Agricultural Officer, Agricultural Development Officer, company representative are included in the committee and survey is done in the presence of the farmer himself. In this, mainly the loss percentage and the cause of loss are mentioned.

Chandigarh, July 23 – Haryana Agriculture and Farmers’ Welfare Minister, Mr. JP Dalal has directed the concerned officers to make plots in the mandis of Haryana State Agricultural Marketing Board available to the common man and to develop software for their online sale as well.

Mr. JP Dalal was holding a review meeting with the officers of the department today. Additional Chief Secretary, Agriculture and Farmers’ Welfare Department Mr. Sanjeev Kaushal and Chief Administrator, Haryana State Agricultural Marketing Board, Ms. Sumedha Kataria were also present in the meeting.

Mr. JP Dalal said that according to the categories of cities, A, B, C and D categories of mandis should be created and uploaded on the website of the Board for sale of available plots and e-tenders should be sought at least twice a month. He said that a committee of senior officers should be constituted for immediate approval of e-tenders. The reserve price of plots should be kept below the collector rate, he added.

Similarly, a one-time settlement plan should also be prepared for resolving all the disputes of the board, whether pending with senior officers of the department or in the courts or at any other level. The main objective should be to run the board in an accessible manner as a successful venture for public interest, he added.

Two ordinances’ Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020’and’ Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020 were also discussed in the meeting. He said that according to the ordinances, the farmer can sell his produce according to his will not only in his State but also in the mandis of other states. Thus, under contract farming, he can enter into an e-contract with any person or bank on his produce, he added.

Mr. JP Dalal said that minimum support prices are declared before the sowing of crops since last two years. With this the farmer can make up his mind to sow the crop according to his wish, he added. Similarly, when the two ordinances are introduced, if the farmer gets more price than the minimum support price outside the mandis, then he will be able to sell the crop, at the minimum support price, the government will buy it, otherwise, the difference in the price of the crop will be fulfilled in the Bhavantar Bhoomi Yojana.

Mr. Sanjeev Kaushal apprised the Minister that in the recently announced economic package of Rs. 20 lakh crore by the Central Government, Rs 1 lakh crore has been allocated to Agricultural Infrastructure, under which warehouses, agro based industries and other infrastructure will be developed all over the country. Rs 3900 crore has been earmarked for Haryana, he added.

Chandigarh, July 23- While strengthening the road network during COVID-19 crisis, Haryana has become the first State in the Country which after getting the inauguration and laying of foundation stones of major projects related to eight National Highways and 11 roads worth more than Rs.16000 crore done by Union Minister for Road Transport and Highways, Mr. Nitin Gadkari in Haryana, has now got an approval of Rs. 383.58 crore from the Central Government under the Pradhan Mantri Gramin Sadak Yojana to further strengthen road network by constructing as many as 83 roads in eight districts.

Haryana Deputy Chief Minister, Mr. Dushyant Chautala, who also holds the portfolio of Public Works Department, shared this while addressing a press conference held here today. Minister of State for Labour and Employment Mr. Anoop Dhanak was also present on this occasion.

Responding to a question, the Deputy Chief Minister said that out of the amount of Rs 383.58 crore, Rs. 229.05 crore would be the share of the Central Government and Rs 154.55 crore would be the share of the State Government.

He said that the roads which will be upgraded include 11 roads of more than 108 km in Charkhi Dadri district, 14 roads of more than 73 km in Jhajjar district, nine roads with a length of 117 km in Jind district, six roads with a length of 46 km in Karnal district. This also includes 11 roads with a length of 78 km in Nuh district, 15 roads with a length of 104 km in Rohtak district, 11 roads with a length of 131 km in Sirsa district and six roads with a length of 38 km in Yamunanagar district, he said.

The Deputy Chief Minister said that the Development and Panchayat Department will collect 200 tones of plastic waste and will give it to the Public Works Department which will be further used in the Pradhan Mantri Gramin Sadak Yojana for the construction of roads.

He said that focus of the State Government is on the expansion of industrial infrastructure in rural areas. The new Haryana Enterprises Promotion Policy-2020, which will become valid from August 15, 2020 to August 14, 2025, and this will be included. He said that industrial estates will be developed in rural areas where 500 acres of non-agricultural land of the Panchayat is available.

He said that similarly the industrial blocks of Group-C and Group-D zones would get the facilities on the similar lines of Group-A and Group-B so that more and more investors are brought to Haryana by turning post-COVID situation into an opportunity.

The Deputy Chief Minister informed that during COVID-19 crisis, State Government has held talks with more than 600 investors through webinar. A base survey is being conducted to establish industrial townships in Faridabad and Yamunanagar which would prove to be the benchmark of the new Enterprises Promotion Policy. He also informed that emphasis will be given to companies like Apple in the IT sector to bring mega and ultra-mega projects, for which talks have been held with the Apple company. He informed that in this policy, clusters will be developed in every district according to the industrial specialty.

He said that after getting 75 percent reservation for local youth in private sector, employment opportunities will increase in Haryana. Similarly, a bill to amend the Industrial Disputes Act, and the Factories Act, will now be brought in the upcoming Vidhan Sabha session.

He further informed that a bill will also be introduced for the implementation of 50 percent reservation for women in the Panchayati Raj Institutions of the State, as this provision has already been made in two-thirds of the states of the country.

He informed that 100 women representatives of Panchayat Raj Institutions who have performed well in their wards, Panchayat, Panchayat Samiti and Zilla Parishad will be honoured by giving two-wheelers. He said that 10 scooty will be given to Zilla Parishad, 20 to Panchayat Samiti, 40 to Ward Panches and 30 to other women who have done excellent work in their field during COVID-19.

Chandigarh, July 23: Haryana Deputy Chief Minister, Mr. Dushyant Chautala said that in order to make the information of Registry of land and Intkal available for the public, the Revenue Department will upload a copy of e-Jamabandi and a copy of Registry-Deed as a sample on its website so that both the buyer and the seller could study these before making a deal. This will also help in getting rid of brokers. In order to minimize the human interference in the tehsils, the State Government is going to introduce the concept of Centralized Registry after e-Registry. With this, any person after submitting his documents will be able to register from any tehsil in the state.

Mr. Dushyant Chautala, who also holds the portfolio of the Revenue Department, during a press conference here today, said that recently the State Government’s decision to temporarily halt registries has also been taken in view of this. He said that during the COVID-19 pandemic, directions have been given to the Deputy Commissioners to check the registries made in the controlled area declared under the Municipal Corporation limits in the cities under the Haryana Development and Regulation of Urban Areas Act, 1975 and to submit report within 15 days.

He said that where Jamabandis are currently offline and not available on web-HALRIS, no registrations will be done from July 22 to August 5, 2020. Further, in cases where e-stamps have been issued and the time for registration has been allotted in the mentioned period, the validity of challans in such cases has been extended by 30 days.

He clarified that all the e-appointments related to the above have been canceled with immediate effect and new dates in this regard will be given on a priority basis. Under the new Centralized Registry system, information about registries will also be given to the person concerned through e-mail. In addition, the Registry will arrive at the buyer’s home by registered post just like passport services. Mr. Dushyant Chautala said that this decision has been taken in view of complaints that have been received regarding problems related to registries.

Chandigarh, July 23 – Results of the Senior Secondary (Fresh) and Subject-to-Clear (STP / Re-Appear) Examination of Haryana Open School Examination, March-2020 conducted by Board of School Education Haryana (BSEH), Bhiwani across the state were declared today. Candidates can check their exam results on the board’s website www.bseh.org.in.

Chairman, BSEH, Dr. Jagbir Singh said that before the lockdown due to COVID-19 pandemic only the examination of some subjects could be conducted in the Senior Secondary Open School (Fresh) March -2020. He further informed that the result of Senior Secondary Open School (Fresh) was 33% and the result of STP / Re-Appear the March-2020 examination is 50.80%.

He said that on the basis of these exam results, the candidates who want to re-examine or re-evaluate their answer books can apply online for 20 days from today.

Chandigarh, July 23- Haryana Government has directed officers concerned to make recommendations for Padma Awards by August 10, 2020, and send it in pdf format at cs@hry.nic.in. The recommendations received after the due date shall not be considered.

Giving this information in this regard here today, an official spokesman said that the Padma Awards, namely, Padma Vibhushan, Padma Bhushan and Padma Shri are among the highest civilian awards of the country, which are announced every year on Republic Day.

He said that in a letter sent by the Chief Secretary to all the Additional Chief Secretaries, Principal Secretaries, Divisional Commissioners, and all the Deputy Commissioners of the state, recommendations for Padma Awards were sought with complete name, address, date of birth, details of major events of that person’s life and his current occupation or position, along with letter in both Hindi and English languages filled in the requisite performa so that it can be published. Besides, a Special Search Committee can be constituted to identify, consider, and finalize the recommendations or nominations.

He said that the persons recommended should be pre-eminently worthy of the Awards, looking at their lifetime achievements. The criteria of selection should invariably be ‘Excellence Plus’ and the highest standards should be applied while recommending persons for these awards. The existence of an element of public service in the achievements of the person recommended for the award would be a desirable factor.

He added that as the Padma Award is the second-highest civilian award of the country, it should be considered whether the recommended person has earlier been given any National award or a State award in his or her respective field. Efforts should be made to identify talented persons from amongst women, weaker sections of the society, Scheduled Castes and Scheduled Tribes, Divyang persons, etc who deserve to be considered for the award. He informed that government employees, including employees working in public sector undertakings, will not be eligible for the Padma Awards, except for doctors and scientists.

He said that instituted in the year 1954, the award is given every year on the occasion of Republic Day. These awards seeks to recognize ‘work of distinction’ and is given for distinguished and exceptional achievements or service in all fields or disciplines, such as Arts, Literature and Education, Sports, Medicine, Social Work, Science and Engineering, Public Affairs, Civil Service, Trade and Industry etc. He said that all persons without distinction of race, occupation, position or gender are eligible for these awards. A copy of the statutes and rules governing these Awards is also available on the website: www.padmaawards.gov.in.

The spokesman said that nominations or recommendations for the Padma Awards will be received only on the online portal www.padmaawards.gov.in designed for this purpose. The nominations or recommendations should contain all the relevant details specified in the format available on the portal, which should clearly indicate the person’s distinguished and exceptional achievements or services in their respective field or discipline. While recommending a person online it should be ensured that all the required details are properly filled. Information about the steps to be taken to make an online recommendation is available on the website.

He said that it has been observed in the past that while nominations are received in respect of a large number of persons; there could, however, be several talented persons who are left out of consideration despite exceptional contribution in their field. Often many such people may get overlooked primarily for the reason that they may not seek publicity or attention in the public domain. It is, therefore, requested to make concerted efforts in identifying such persons whose excellence and achievements deserve to be recognized and make suitable nominations in their favour. It goes without saying that recognition of such deserving persons will only add to the prestige of these Awards.

Chandigarh July 23 – Haryana State Pollution Control Board in view of the adverse conditions arising due to COVID-19 Pandemic has initiated a drive to create awareness about the safe disposal of face masks, face covers, and gloves as they are part of new normal life, and the public should know how to dispose of them safely

Chairman, Haryana State Pollution Control Board, Mr. Ashok Kheterpal today shared this information while releasing an Information Education and Communication (IEC) material on safe disposal of face masks, wipes and gloves by the general public during COVID-19 pandemic.

He said that this IEC material has been prepared by Board along with Department of Environment Studies, Panjab University and Department of Community Medicine and School of Public Health, Post Graduate Institute of Medical Education and Research, Chandigarh. He said this IEC material has been prepared while following the latest guidelines to make the general public aware about following the safe disposal practices. The team emphasizes on ‘simple action for corona prevention’.

He said that during the Corona Pandemic, it is very important for people to have knowledge about safe disposal of items like masks and gloves which are used to protect themselves from the infection. He said that the public should know how to remain safe in the present circumstances.

On this occasion, Member Secretary, Member Secretary, Haryana State Pollution Control Board, Mr. S. Narayanan elaborated on the safe disposal of masks, wipes, and gloves. He mentioned that masks or gloves after uses should be first stored in a polybag for three days before handing over to waste collectors so as to restrict the spread of COVID-19 infection.

Dr. Suman Mor, Chairperson, Department of Environment Studies, Panjab University, mentioned that each citizen should understand their responsibilities for the safe disposal of used masks and gloves.

Additional Professor of Environment Health, PGIMER, Dr. Ravindra Khaiwal, highlighted “We can control the spillage through public awareness and participation, as this minimizes the COVID-19 risk to the general public.”

On this occasion, Senior Environment Engineer, Mr. Satinder Pal, was also present, and he mentioned that these IEC material would be placed at prominent public places for mass awareness.

Chandigarh July 23: Haryana Government has promoted seven IAS officers of 2004 batch to the Super Time Scale with effect from January 1, 2020.

Those who have been promoted include Mrs. Ashima Brar, Mr. P.C. Meena, Mr. A. Sreenivas, Mr. Shekhar Vidyarthi, Mr. Sanjeev Verma, Mr. Jagdeep Singh and Mrs. Anita Yadav.
