Chandigarh, May 7 – Haryana Chief Minister, Mr. Manohar Lal said that arrangements will be made by the State Government for the migrant labourers who still want to return to their home states from Haryana. In this series, 2400 migrant labourers have been sent to Bihar while 1343 migrant labourers to have been sent to Madhya Pradesh on three special Shramik trains today.

He said that despite all the diversity, we are all Indians. With this sentiment, the Haryana Government has taken the initiative to send stranded migrant labourers, who were willing to return to their home states at the expense of the State Government. All Indians living in any part of the country are one and it is the responsibility of all of us as Indians to alleviate their sufferings, he added.

-The train departed from Ambala to Katihar (Bihar)

He said that over 1200 migrant labourers have been sent on a special Shramik train to Katihar in Bihar from Ambala Cantt., including migrant labourers belonging to Katihar district as well as Saharsa, Madhepura, Supaul, Araria, and Purnia.

He said that there were 117 labourers from Ambala district, 23 from Panipat, 509 from Bhiwani, 512 from Jind, 25 from Fatehabad, 7 from Hisar, and 8 from Kaithal. Social distancing norms were followed while seating the labourers in each bogie of the special train which departed from Ambala. Earlier, thermal screening was conducted to check the health of these migrant labourers after arriving via buses at the railway station and other norms and guidelines were also followed.

-Train departed from Hisar to Muzaffarpur (Bihar)

Similarly, another special Shramik train carrying 1200 migrant labourers stranded in various districts of Haryana departed for Muzaffarpur in Bihar from Hisar. He said that 1200 migrant labourers from Jind, Kaithal, Gurugram, Karnal, Bhiwani, Narnaul, Panipat, Ambala, Rohtak, Jhajjar, Yamunanagar, Hisar, Dadri, and Hansi were brought in 37 buses today to Hisar railway station. These migrant labourers belong to eight districts of Bihar viz. Muzaffarpur, Sitamarhi, Darbhanga, Gopalganj, West Champaran, East Champaran, Madhubani and Shivhar.

He informed that during the journey, food will be provided to them by the Railways in Delhi. Along with this, soap and sanitizers have been kept in all the coaches of the train. He also said that 6 women passengers and children in the train were given soft toys, biscuits, and chocolates.

-Train departed from Rewari to Sagar (Madhya Pradesh) –

On the other hand, another special shramik train departed for Sagar (Madhya Pradesh) from Rewari Junction carrying 1343 migrant labourers who were brought to the railway station in buses. He said that from here onwards, this train will go non-stop to Sagar in Madhya Pradesh. No one will be allowed to board the train in the middle of the journey. He informed that the ticket has been provided by the State Government to every migrant labourer to reach Sagar.

He said that food packets, water bottles, masks, and sanitizers were also provided to these migrant labourers by the State Government and biscuits were also provided to the children who were with labourers. Health check-ups of all these were conducted and food and water was given to them after sanitizing their hands.

The migrant labourers while leaving from the platform in the trains cheered with joy and thanked all the officers and employees present at the station. Many labourers said that they did not realize that they would be trapped in this way during the lockdown. The Haryana Government took proper care of them in the shelter home.

-Ompal, a migrant labourer at Rewari Junction said, “Jai Ho Haryana Sarkar!”

Ompal, a migrant labourer, said he had come to Rewari with his family to harvest mustard and could not return after the lockdown was implemented. The Haryana Government took care of them in shelter homes, provided good food, now they had made arrangements to send them home for free. “Jai ho Haryana Sarkar!” he exclaimed as he got onto the train.

– At Rewari Junction, migrant labourer Bishan said Haryana is good, “Haryana, acha, fir laut kay aaunga!”-

Another migrant labourer, Bishan, said that the people of Haryana are good. He came here to work as a mason. While he was staying in the village he was properly looked after, provided food and shelter and Rs 200 as pocket money. When he started his journey back home he said, “Haryana, acha, fir laut kay aaunga!”-

Chandigarh, May 7 – Haryana Chief Minister Mr. Manohar Lal today visited the residence of Major Anuj Sood, at Amravati Enclave who attained martyrdom during an encounter with terrorists in the Handwara region of Jammu and Kashmir.

During his visit, Mr. Manohar Lal expressed his condolences to his family and said that we are proud of the soldiers who have not only dedicated their lives to safeguard the country’s borders but are always ready to give a befitting reply to the terrorists. While doing this they do not think twice before sacrificing their lives. He said that we will always be grateful to all the martyred soldiers.

The Chief Minister said that though they cannot fill the absence of these martyrs but the State Government is certainly committed to provide all necessary help to their family members. A separate Sainik and Ardh Sainik Welfare Department has been formed by Haryana Government for the welfare of serving soldiers, ex-servicemen and their dependents. He said that as per the State Government’s policy, an amount of Rs 50 lakh and a government job is given to the family of the martyr.

The Chief Minister expressed his condolence with family members of the Late Major Anuj Sood, including his father Brigadier Chandrakant Sood, mother Suman Devi, Sister Capt. Harshita, and wife Aakriti Singh.

Later, in the day, the Chief Minister also expressed his condolences on the demise of 92 years old former Director-General of Police, Mr. H.S. Swan, who lived in Sector-6 Panchkula.

Haryana Vidhan Speaker, Mr. Gian Chand Gupta, former MLA, Mrs. Latika Sharma, Deputy Commissioner, Mr. Mukesh Kumar Ahuja, and Deputy Commissioner of Police, Mr. Mohit Handa, and BJP District President Mr. Deepak Sharma accompanied the Chief Minister to offer their condolences to the bereaved families.

Chandigarh, May 7 – Haryana Deputy Chief Minister Mr. Dushyant Chautala has said that due to Covid 19, the industrial and economic activities have come to a standstill leading to negligible generation of revenue for the last two months. Despite that the state government has decided to provide benefit on loan interest rate to small, micro and medium entrepreneurs for a period of six months on working capital loans so that the companies can pay, the monthly salary of Rs 20000 per worker during the lockdown period.

Deputy Chief Minister Mr Dushyant Chautala, who also holds the portfolio of Labour and Employment Department, said that industrial and economic activities are being started in a phased manner in coordination with the district and police administration during the lockdown period under the guidelines of the Central Government so as to bring economy back on tracks.

He said that MSME plays a pivotal role in industrial production and labourers have a major contribution in it. Hence, the government has decided to provide relief to the MSME by giving benefit on loan interest for 6 months and this will put an additional financial burden of about Rs 250 crore on the government exchequer.

Mr. Dushyant Chautala said that along with MSME workers, agricultural and other migrant labourers also have an important role in boosting the economic activities. The procurement process of mustard and wheat is now in full swing. Massive workforce is required in the mandis also. However, due to the long lockdown period, migrant labourers are keen to move to their native state, he said. He said that the government has also made arrangements of special trains for sending them to their home states. A special train has departed from Hisar to Katihar in Bihar with about 1200 labourers yesterday. Chief Minister, Mr Manohar Lal also interacted with some of the labourers. Similarly, other trains are also being sent to different destinations.

Mr. Dushyant Chautala said that about 3,000 people of Haryana are stranded in other states during the lockdown and the government is trying to bring them back and some people have also returned.

He also appealed to the people of the state to follow the lockdown period till May 17, like the first two phases and stay at homes as much as possible and maintain social distancing.

The State Government is holding a three-day open house through Webinar with potential investors, which has started on May 6 and would continue till May 8, 2020.

On the second day, the webinar received an overwhelming response from the attendees who represented large MNC’s like Enterprise Singapore, Flipkart, GLS Films, IKEA, ATL Group, Sembcorp Singapore, DCM Textiles, and many others.

Various suggestions were made by the industrialists such as rationalization of transmission and other charges for solar power plants for captive usage, and enhancement of fiscal incentives. Understanding the concern area of industry on the cost involved in the purchase of land, Principal Secretary to Chief Minister and Chairman, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Mr. Rajesh Khullar, assured that the State is planning to come up with a path-breaking policy of Land on Lease which would entail investors to operate on land taken on lease and at a later point of time, convert it to a free-hold asset, subject to certain terms and conditions. This initiative to cut down the cost of doing business in Haryana has received an overwhelming response from the investors.

Chandigarh, May 7- In a statement issued here, Mr. Sanjeev Kaushal, Additional Chief Secretary, Agriculture and Farmers’ Welfare and Cooperation Department stated that 2.47 Lakh Metric Tonnes of Wheat was procured from 23,492 farmers in the Procurement Centres of Haryana. With this the progressive total of 56.11 Lakh Metric Tonnes of Wheat has been procured from 3,52,737 farmers in the State in the last 15 days.

He added that today 20,437.45 Metric Tonnes of Mustard was procured from 7605 farmers in the 163 Procurement Centres of the State and progressive total of 4.78 Lakh Metric Tonnes of mustard has been procured from 1,73,329 farmers.

Chandigarh May 7: The Central Government has highly appreciated Haryana Government for the timely disposal of public grievances related to COVID-19. As many as 2436 grievances have been redressed out of 2827 received between the period from March 30, 2020 till May 6, 2020 through Centralized Public Grievance Redress and Monitoring System (CPGRAMS) being run by the Department of Administrative Reforms and Public Grievances, Haryana.

While giving this information, Director, Information, Public Relations and Languages Department, Mr. P.C. Meena, who is also holding the charge of Special Secretary, Grievance Department, informed that in a recent video conferencing with the Department of Administrative Reforms and Public Grievances, the Central Government has highly lauded the efforts of Haryana Government in redressing the grievances related to COVID-19. Haryana with a disposal rate of about 86.17 percent ranks one of the topmost states in the country in timely disposal of public grievances related to COVID-19.

Chandigarh, May 7 – With the objective of creating awareness among children regarding COVID-19, Board of School Education, Haryana has extended the last date for registration/ apply for the online quiz competition from May 7, 2020, to May 11, 2020. So far 72000 students have already registered online for participating in the competition.

Giving information about this, an official spokesperson said that earlier the last date for registration/ apply to participate in this competition was from May 7, 2020. On the demand of students and their parents from different states of the country, now the date for registration has been extended upto May 11, 2020. He informed that apart from students of Board of School Education, Haryana, students of CBSE, ICSE, or any other board studying in class VI to XII can apply / register online to participate in this competition.

The Spokesman said that those students whose results of class X and XII are yet to be announced can participate in the category of class X and XII , which means that the students can apply or register class wise in the prescribed category. With this, students will also get an experience of preparing for online examinations.

He further informed that the enthusiasm of the students from all over the country to participate in the competition is overwhelming as so far about 72000 thousand students have already applied / registered online, out of these about 7000 students are from other boards / states.

He informed that the competition will be organized after registration and the information about the same will be given to the students through e-mail / text message and media.

Chandigarh, May 7 – Haryana Chief Minister, Mr. Manohar Lal, said that in view of the nationwide lockdown arisen due to Corona virus the ‘Pradhan Mantri Garib Kalyan Anna Yojana’, which was started by the Prime Minister Mr. Narendra Modi to provide ration to needy poor people in this hour of crisis has proved to be effective for the people. The Chief Minister has expressed gratitude to the Prime Minister for the noble thought.

Giving this information here today, an official spokesperson said that under the scheme, the beneficiaries of Antyodaya Anna Yojana (AAY), below poverty line (BPL) and other priority families (OPH), are given 5-kg of wheat and 1-kg of pulses per member per month.

The spokesperson said that on the initiative of Chief Minister Mr. Manohar Lal, in the time of crisis, ration for three months of April, May, and June is being distributed free of cost to the needy. In the month of April, 98 percent wheat and 93 percent pulses were distributed. Thus, under this scheme, 1.20 crores members of 27 lakh families of the above three categories were provided 58,062 metric tonnes of wheat and 2,512 metric tonnes of pulses. Hence, the state government provided benefits to the tune of Rs. 154 crores to the needy people.

Similarly, other essential commodities like wheat or fortified flour, two litres of mustard oil, one kilogram of sugar and one kilogram of salt were also provided by the state government, the spokesperson said. He informed that 44456 MT of wheat, 16839 MT of fortified flour, 1060 MT of sugar, 2136000 litres of mustard oil and 1065 MT of salt were distributed among the beneficiaries in the month of April.

The spokesperson said that under the National Food Security Act, the central government allocated 35-kg of wheat per family to AAY families and for the BPL and OPH families 5-kg wheat per person has been given at a much cheaper rate of Rs 2 per kg. He further added that the state government has decided to bear the cost of the ration given in the month of April.

The spokesperson said that complete transparency is being ensured in the distribution of ration and special care is being taken to ensure that only eligible families get its benefit, yet if any beneficiary has any complaint, then he can register the complaint at the toll-free number 1800-180-2087 and 1967 (BSNL). The concerned District Food and Supplies Controller can also be contacted in this regard.

Chandigarh, May 7 – Haryana Government has directed all Government Departments which are using the State Emblem of India on their seals to ensure that the impressions of the seals on papers are clear and precise.

Giving more information in this regard an official spokesperson said that the Chief Secretary’s Office has written a letter in this regard to all the Administrative Secretaries, Heads of Departments, Managing Directors and Chief Administrators of Boards and Corporations, Divisional Commissioners, Registrar General, Punjab and Haryana High Court, Deputy Commissioners, Registrars of Universities, and Sub-Divisional Officers (Civil).

He informed that all the Government Departments which are authorized to use the State Emblem of India for various purposes must depict the complete ‘State Emblem’ with the motto ‘Satyameva Jayate’ in Devnagri Script.

He further informed that it should be ensured that no unauthorized use of the State Emblem of India is made on stationery, vehicles, etc. He said that this has been brought to the notice of the concerned for strict compliance with the direction that strict action would be taken against concerned officers/ officials for incomplete display of the State Emblem of India or any other violation in this regard.

Chandigarh, May 7 – Haryana is one of the foremost states in the country which has fully implemented Minimum Support Price Scheme for food grains like wheat, gram, barley, paddy, millet and maize on the recommendations of the Commission for Agricultural Costs and Prices. The state ensures complete procurement of these food grains brought for sale by farmers in the mandis.

While giving detailed information in this regard, Deputy Chief Minister, Mr. Dushyant Chautala, who also has the charge of Food, Civil Supplies, and Consumer Affairs Department, said that the procurement of wheat in the state is mainly done by four government procurement agencies namely Food, Civil Supplies, and Consumer Affairs Department, HAFED, Haryana Warehousing Corporation and the Central Agency, Food Corporation of India.

The Deputy Chief Minister said that 25 percent share of wheat is fixed for Food, Civil Supplies, and Consumer Affairs Department, 45 percent for HAFED, 18 percent for Haryana Warehousing Corporation and 12 percent for Food Corporation of India. He said that bajra is procured only by the State procurement agencies while NAFED is the nodal agency for procurement of mustard at the minimum support price which procures mustard in Haryana through HAFED.

Mr. Dushyant Chautala informed that in view of the nationwide lockdown due to COVID-19, now the procurement of mustard was started from April 15, 2020, and the purchase of wheat from April 20, 2020. Despite this, arrangements for sanitizers, masks, and soaps etc. have been made in the mandis for all those engaged in the procurement process, be it farmers, arhtiyas, labourers or employees of procurement agencies, and social distancing and lockdown norms are being followed.

He further said that there has been a record purchase of wheat and mustard. He informed that GPS systems have been installed in all vehicles engaged in the lifting process. Permission has also been given to tractors and trolleys for lifting and vehicles that come to the mandi and procurement centers are first sanitized, he added.

Mr. Dushyant Chautala further informed that so far, more than 4.50 lakh MT of mustard and 53 lakh MT of wheat have arrived in the mandis.

He said that this time the number of mandis for wheat, which was initially 389, was increased to 1895 by adding 1507 new, while for mustard it was increased from 71 mandis to 182 by adding 112 new procurement centers. Similarly, 30 mandis and procurement centers were established for gram, he added. He said that wheat is being procured with a minimum support price of Rs 1925 per quintal, while mustard is being procured at Rs 4425 per quintal and gram is being procured at Rs 4875 per quintal. Similarly, eight mandis have been earmarked for the procurement of sunflower, which will be carried out from June 1 to June 30, 2020 and at the rate of Rs 4875 per quintal, he added.

Mr. Dushyant Chautala informed that for a smooth procurement process in the mandis, the Deputy Commissioners have appointed a class II gazetted officer as procurement officer for each mandi and procurement center and along with them an accounting clerk has also been deputed. Apart from this, officers up to the level of Additional Chief Secretary / Principal Secretary have been appointed as nodal officers for monitoring the entire process.
