Panchkula, December 17:   Haryana Chief Minister, Mr Manohal Lal said that officers participated in the 3-day Chintan Shivir  would take up one block each and ensure bringing the same to a prescribed level. Necessary funds would be allocated for any special project or scheme in that block, he added.
Mr Manohar Lal was addressing a press conference in Pinjore near here today after the 3-day Chintan Shivir organized at Timber Trail, Parwanoo in Himachal Pradesh.
The Chief Minister said that the officers would prepare a new scheme for the selected blocks by identifying five to ten parameters from the vision emerging from the Shivir. An announcement to this effect would be made and additional budget would be allocated for this purpose. He said that the blocks would remain their selected blocks even after their transfer to another department and they would work for the development of these blocks. The blocks which achieved the prescribed level, the officers concerned would be honoured on the Civil Services Day on April 21, 2018. If all blocks are bought above the prescribed level, irrespective of when the status is achieved, all officers would be honoured, he added.
In reply to a question, he said that the faith of the people in the functioning of the present State Government has been enhanced. The officers have been asked to work freely without any pressure.  Giving a latest example, he said that last month, the Haryana Urban Development Authority (HUDA) sold a nine-acre plot in Gurugram to a multinational company IKEA for Rs 850 crore. No officer or other employee of the company, including the Global Chief Executive Officer, Head in India or Chief Accounts Officer, met him.
In reply to another question, he said during the three years tenure, the present State Government has brought a revolutionary change in the system. No person could get any teacher transferred in Haryana out of the system. Besides, every sarpanch, panch and member of the Block Samiti in Haryana has cleared Class X or Class VIII examination.

When asked to comment on the statement made by the opposition parties on the Chintan Shivir, the Chief Minister said that opposition means to opposte anything. Therefore, it is obvious that  the opposition parties would oppose even the good works done by the government. But, we would continue to work for the betterment of the people of the State, he asserted.

He said the officers were afraid as they were made to do wrong deeds by the previous governments. But we have assured them not to afraid from five Cs – Central Bureau of Investigation (CBI), court, Central Vigilance Commission, Comptroller of Accountant General (CAG) and Centre Information Commission (CIC) and work in the public interest without any fear. The Government would fully assist them in this endevour, he added.
In reply a question, the Chief Minister refuted the allegations made by the opposition and said that the Chintan Shiver has been organized with minimum budget. It had been decided to hold the Chintan Shiver at Parwanoo as the aim was to deliberate issues of public interest at a peaceful and isolated place without any disturbance.
