Haryana has become the first State in the country for taking a lead in making available digital contents offline to the students
Chandigarh November 18:c in colleges and universities of the State as the State Government signed a Memorandum of Understanding (MOU) with Consortium for Educational Communication (CEC) in the presence of Chief Minister, Mr Manohar Lal here today.The MOU envisioned developing cooperation between the parties towards development of infrastructure for creating access to multimedia educational content and subsequently integrating it in teaching and learning practices at higher education level.
While Director General Higher Education Mr Vijay Singh Dahiya signed the MOU on behalf the State Government, Director, CEC, Prof Rajbir Singh, signed the MoU on behalf of the CEC.
Speaking on this occasion, Chief Minister, Mr Manohar Lal described today as milestone day for the higher education department and said that now the students of colleges and universities would be able to avail the study content in offline mode. This would not only help the students but also improve the efficiency of teachers. He said those students would also bebenefited with this system who do not have the internet connectivity and would be able to access the content whenever they want, he added. He said that as 3000 subject experts from throughout the country has prepared the e-content in 97 subjects, it would certainly help the students to enhance their knowledge.
While exhorting the Vice-Chancellors and College Principals to generate awareness among the students about this system, the Chief Minister said that it would help in further raising the standard of education and make the students more competitive. He said that the entire credit for taking the digital system ahead goes to the Prime Minister, Mr Narendra Modi who has called for the digital transformation through programmes like the Digital India and Make in India. He said that the system which started today would help taking the country further ahead on the path of development.
The Chief Minister said that the present State Government during its three year tenure has created a sense of competition among the people. Gone are the days when the government jobs were given on the basis of political recommendations and money. The jobs are now being given purely on the merit basis and a new sense of interest towards education has been generated among the students.
Speaking on this occasion, Education Minister, Mr Ram Bilas Sharma said that under the table leadership of Chief Minister, Mr Manohar Lal, the Education Department has touched new heights. Haryana is the first State who has laid the foundation stone of 22 new colleges in a single day. He said that introduction of Gita in school curriculum , transparent teachers transfer policy and qualitative improvement in the education system are among the major steps taken by the present government. He said that even the Delhi University has expressed its interest in opening a college at Gurugram.
Principal Secretary, Higher Education Department Mrs Jyoti Arora said that the WiFi facility would soon be provided in all colleges of the State. She said that after the signing of MOU, about one lakh students would be able to get lectures digitally. She said that efforts would be made to implement this system before the commencement of next academic session so that both the students and teachers could be benefitted.
Director, CEC, Prof Rajbir Singh thanked the Chief Minister, Mr Manohal Lal for taking a lead for implementing this digital system of learning in the colleges and universities of the State. He said that the CEC has a content of 44,000 hours which was only of 8000 hours four years ago.
