State Government had amended the rules pertaining to the preparation of electoral rolls of municipal institutions-Dr Dalip Singh.
Panchkula-Jun 13 – Haryana State Election Commissioner, Mr. Dalip Singh, said that any person whose name is not included in the finally published ward-wise electoral rolls of municipal institutions, may apply to the Deputy Commissioner for addition or correction of his name.
However, any addition, deletion or correction in any name could be made in the electoral rolls of the municipal institutions, only if the name of claimant exists in the relevant part of Assembly electoral roll till the first day of filing nomination papers.
He said that the State Government had amended the rules pertaining to the preparation of electoral rolls of municipal institutions by amending the Haryana Municipal Corporation Election Rules, 1994 and Haryana Municipal Election Rules, 1978.
Dr. Singh said that earlier the electoral rolls of the municipalities were being prepared on the basis of the electoral rolls of the respective Legislative Assembly Constituencies and new voters were also being included in these rolls. However, as per the amendment made by the Government in the Haryana Municipal Election Rules, 1978, only the electors existing in the electoral rolls of the respective areas of the Legislative Assembly Constituencies would be distributed in the wards of these municipalities. “Therefore, if any person intends to get included his name in the electoral rolls of municipalities, he will have to first get his name included in the electoral rolls of respective Legislative Assembly Constituency, otherwise his name will not be included in the electoral rolls of municipalities,” he added.
He said that the claims and objections would be filed in Form “A” and “B” and presented to the Revising Authority concerned within the stipulated period. The claims and objections would be decided by the Revising Authority concerned within the prescribed period. Any person aggrieved by the decision of Revising Authority may file appeal within three days from the date of order to the Deputy Commissioner concerned, who would within three days either confirm such order, or set it aside or pass such other order with respect to the claims or objections as he may deem fit. The rolls so amended would be final and be published in the manner prescribed thereof.
He also urged all electors of urban areas in the State to go through the website of the Commission, secharyana.gov.in, and acquaint themselves with the amended rules of the Haryana Municipal Corporation Election Rules, 1994 and Haryana Municipal Election Rules, 1978.
